Re: APPLICATION OF ALTON & VALERIE SMITH
FOR AN OVERNIGHT TRAILER CAMP
The applicants have requested an amendment to Zoning By -law
1653 to re -zone 41.4 acres in the south half of Lot 6,
Concession 3, Clarke, from Agriculture (A) to Open Space 2
(OS -2) for an overnight trailer camp.
The proposed site plan #3530, dated August 15, 1973, shows
58 parking spaces each about 40' deep by 50' wide, for
trailers in two cores, totalling less than 10 acres, for
about 150 people.
The site, other than the areas of the creek and water course
is thickly covered with fine trees, 2" to 12" in diameter,
and mostly hardwood. The average grade level appears to be
about two feet above the Spring water table. The roadways
and trailer spaces would require the cutting down of a large
percentage of the trees. Positive pollution of the fine
Graham Creek can be expected here from any sanitary system
used by 150 people. The immediate contiguous area is
developing for single family dwellings on large acreages.
The high concentration of trailers and campers on a
comparatively small area creates a high dwelling unit density
which is contrary to the low densities demanded in the
neighbouring Agricultural Zones. A trailer camp is actually
a commercial enterprise; and, while there is certainly a
need for trailer camps on rural sites, they should not be a
burden to themselves or to their neighbours. Regulations
to control the details of siting and the responsibilities of
management and operation are ineffective in actuality.
Deterioration in such trailer camps can be seen in the Town
of Newcastle.
THE PLANNING ADVISORY COMMITTEE SHOULD RECOMMEND TO COUNCIL
THAT IT REJECT$ THIS APPLICATION: BUT THAT THE NEW PLAN FOR
THE TOWN OF NEWCASTLE SHOULD INDICATE PROPER, WELL - DRAINED,
AREAS FOR TRAILER CAMPS, LARGE ENOUGH TO KEEP REASONABLE
DWELLING UNIT DENSITIES AND TO SCREEN EFFECTIVELY SUCH AREAS
FROM NEIGHBOURING HOUSES.
