This application is sllbiaitted by the owner of six vacant infilling, lots
o,z the west side of Waverly Road between Colecian Street and Lawrence
Crescent. T ;ie applicant wishes to build seui- detached houses on these
lots.
The subject lots are zoned General Residential (R) in the )resent zoning
bylaw for the former Town of Bowmanvzlle, In this zone a wide variety
of residential uses is permitted including semi- detached dwellings.
However, the minimum lot frontage for semi-detached dwellings in the
General Residential Zone is 75 feet, and none of the proposed lots meets
that requirement.
The applicant is requesting that his lots Le rezoned to the Low Density
Residential Zone (R2)® This zone, which currently applies only to the
newest parts of Bowmanville, perwits semidetached dwellings on lots with
60 feet of frontage® Se;-iii- detached dwellings on 60 foot lots are quite
cor_ilion in the newest Darts of the town, and are not objectionable in
themseives. In this case the question to be resolved involves the com-
patatllity of this higher density with adjacent types of housing.
Across the street from the lots concerned in this application is a row of
se,ii- detached dwellings forming part of a recent subdivision, These semis,
unlike the present proposal, are located on lots of 75 feet or more front-
age. To the rear of the proposed lots is a vacant field which is sched-
uled for subdivision as soon as sewage capacity is available.
The lots which are the sutject of this application lie within a row of
older single detached houses individually constructed and mostly of mater-
ials other than trick. These houses are all located on lots of 66 foot
frontage.
One of the features which helps to preserve the value and attractiveness
of older houses in an urban area such as this is the relatively large
size of the lots and the spacious distribution of houses. To allow
infilling of the remaining vacant lots with a different type of house at
a much higher density, even than those across the road would detract from
the value of the existing houses and discourage a high standard of main-
tenance and unkeeps. Although semi -detached houses on the size of lot
proposed riere are permitted In other parts of the town, I think that in
a case of infilling like this the infill lots should be developed in a
similar manner to their established neighbours. Therefore on this basis,
I aia recommending that this application should be refused.
