HomeMy WebLinkAbout74-42A-z REPORT NO. 8 REPORT ON OUTLINE OF BOWMANVILLE CENTRAL AREA STUDY Attached hereto is the proposed outline for the above study which will be carried out this summer by myself, Jo )an Layng, and the two summer planning assistants employed by the municipality. Although we have already been authorized in a general way to carry out this study, 1 am now requesting approval of the specific study outline attached. Respectfully submitted, George F. Howden, Planning Director. BOWMANVILLE CENTRAL AREA STUDY AND PLAN 1. Introduction: This will be a brief explanation of the problems and needs of the Central Area, the pressures for development and the reasons for undertaking this study at this time. 2. Goals and Objectives: This will be a statement of the principles which are intended to guide development and re-development in the Central Afea for the benefit of the whole community. 3. Operative Assumptions: 3.1 Population and Trade Area: Assumptions will be made about the population and the trade area to be served by the Central Area of Bowmanville. 3.2 Role and function of Central Area: Assumptions will be made about the role of the Central Area in the community and the functions and land uses to be acco- modated there. 3.3 Role of Other Commercial Areas: Assumptions will be made about the role and scale of other commercial areas in the town. 4. Summary of Survey and Analysis: The results of surveys carried out by staff as a part of this study will be briefly outlined here including: 4.1 Commercial Property Survey 4.2 Traffic Survey (Vehicular and Pedestrian) ® 2 4. Summary of Survey and Analysis: 4.3 Parking Survey 4.� Survey of Building loge Condition and Architectural Importance 5. Central urea Policies: This section will contain recommended policies and designations one or more maps for the follwoing purposes: 5.1 Commercial Development 5.2 Residential Development 5.3 Institutional and Cultural Uses 5.4 Vehicular Circulation and Access 5.5 Pedestrian Circulation 5.6 Parking 5.7 Redevelopment and Rehabilitation 5.8 Historical and Architectural Conservation 5.9 Specific Sites and Buildings (eg. Old Bus Station, Vanstone Mill) 6. Implementation: In most cases implementation of the proposed policies and plan will be at least partly dependent on the voluntary co-operation of property owners and developers in the area. However, action recommended to be taken by the municipality in terms of bylaw changes, land acquisition, road works etc. will be spelled out in this section.
