Therefore, I think that the time an implementing zoning by-law amendment �1_3 REPORT NO. 9 r the Bowmanville Planning jLrea approved by Regional Council approval, Assuming that the amendment should be in force is now appropriate to draw up and site plan agreement as required by the Official Plan Amendment, l,s the text of these documents, particularly, the site plan agreement, are liable to be somewhat comp- licated, and I have not sufficient time to devote to this specific work, I recommend that the required zoning amendment and agreement be drawn up by Municipal Planning Consultants Co. Ltd,, in consultation with myself, the Director of Engineering (re entrances, road widenings, sidewalks etc,) and the Durham Regional Health Unit (re sewage disposal facilities). The proposed zoning amendment should be phrased as an amendment to the new zoning by-law for Bowmanville which will hopefully be in force by the time the amendment is ready for adoption. Other Comments: (cont'd......) urban purposes. This type of development is not an economical or desirable from a planning viewpoint in an intended urban area. The Approved Official Plan and Amendment NO. 8 have both long called for urban development in this area, and it appears that the Provin- cial Housing E,ction Program are presently considering offering the Town a grant to enable a community plan for this area to be under- taken. The Region has now taken over the water and sewer facilities in Oshawa which would service the Courtice area and this should make it possible to get started soon on the detailed planning and develop- ment of this community. One of the problems which makes it difficult to produce and implement a logical community plan for this area is the fragmentation of land ownership in the area and the amount of scattered unserviced ribbon development which already exists. If the Courtice area is going to be the subject of a detailed community plan in the near future, then I feel that Council should adopt a firm policy of discouraging,wherever possible, further unserviced development and also discouraging the further fragmentation of land ownership in this area until the proposed community plan has been produced. 4. Recommendations (a) This application should be refused at the present time (b) Council should adopt a stated policy of discouraging further unserviced development and the further division of land in the proposed Courtice Urban Area as tentatively defined in proposed Amendment NO. 8 to the Darlington Official Plan, until such ® 3 - REPORT NO. 1 4.
