REPORT NO, 4
Letter re
PURCHASE OF LAND ON COLEMAN STREETgBOWMANVILLE
Mr. Milton Bruce, 7 Coleman Street, Bowmanville wrote to Council in
February asking to purchase a small area of land abutting the Waverly
Road Diversion at the rear of his property. This diversion was con-
structed by the Ministry of Transportation and Communication to connect
Waverly Road with the newly re-aligned portion of Highway #2, The
boundary of the Diversion road allowance present jogs back and forth
along the top of the bank at the back of the houses on Coleman Street.
This is due to the existance of an irregular property boundary before
the Diversion was constructed.
Several abutting owners have expressed an interest in evening out the
property line of the road allowance in this area and enlarging their
rear yards. I can see no objection to this provided the Diversion
road remains 66 feet in width at all points and the new property boundary
is sufficiently far back from the top of the bank to permit maintenance
and erosion control.
At present, however, this Diversion remains under the control of the
Ministry, and until it is transferred to the Town no action can be
taken. This road will be transferred to the Town in a few months time
when the whole Highway 2 reconstruction is transferred, The Director
of Engineering for the Town advises that, due to soil slippages, erosion
and subsidence of pavement in some places, he does not consider the
#7.

project acceptable for transfer to the Town at present. I recommend
that the applicant be advised that no action can be taken on his
request at the moment, and that Council offer any surplus lands to
abutting owners when the Waverly Road Diversion is transferred to its
jurisdiction.
Respectfully submitted,
George F. Howden,
Planning Director.
