NEW ZONING BY -LAWS FOR BOWMANVILLE ,,ND

Mr. Barber of Municipal Planning Consultants Co, who has been
working on this by-law for us will be presenting it at the Committee
meeting. Since the bylaw is long and somewhat complicated, he
prefers to present it at the meeting and go over it section by section
at that time. I am recommending that Council act swiftly to enact the
new by-law, subject to any changes which may be recommended by the
Committee. I will be reviewing the finalized by-law over the week-
end myself, and I may have some further comments to make on it at the
meeting.
its the members of the Committee are aware, Mrs. Monteith
reviewed the Zoning By -law (73 -15) for the Village of Newcastle and
the objections thereto and recommended certain changes in it. John
Layng and I met with certain other objectors and suggested further
amendments. These changes have now been approved in principle by
Council and must be incorporated into the by-law itself. Since a
fairly major revision of this by --law is now needed, it would seem to
me to be adviseable to go a little further and replace the whole by-law
with a new one based on the new bylaw for Bowmanville. This would
be fairly simple to do since the text of the by-law would be lifted
from the Bowmanville by-law and the zoning map would be revised accord-
ingly. The zoning map will need extensive revision in any case to
incorporate the changes already approved in principle. If we proceed
now to bring the Newcastle Village Zoning By -law into conformity with

the new by-law for Bowmanville, we can take a big step toward achiev-
ing uniform zoning regulations without incurring very much additional
expense. As members will be aware, the existance of different stand-
ards in different parts of the municipality is sometimes a sore point
with our ratepayers, and I think that we would be well advised to
move as quickly as possible toward uniform regulations. If we proceed
as recommended above at least the two major urban areas in the munici-
pality will have the same regulations. This will also relieve staff
of the administrative burden of trying to implement and enforce four
quite different by-laws.
In conclusion, I am recommending:
a) that the new by -law for Bowmanville be enacted as soon as possible;
b) that Council instruct Municipal Planning Consultants to prepare a
revised zoning by-law for Newcastle Village based on the new by-law
for Bowmanvllle and incorporating provisions already approved in
principle,
