HomeMy WebLinkAbout74-64REPORT NO.8 REPO iT ON LAND DIVISION CO11i,iITTEE DECISIONS 464 Since the last meeting of the Planning Advisory Committee no decision of the Land Division Committee have been made which were contrary to our recommendations. however, in the case of application LD 33V74 the condition regarding payment of lot levies was not approved by the LDC. Since this involves a loss of $ 1200 to the municipality, I have instigated an appeal of this decision. I consider it most likely that the developer will voluntarily agree to pay the $1200 rather than proceed with the appeal, in which case the appeal will be withdrawn. On the general question of lot levies I would like to point out to the committee that the Town of Newcastle is now the only municipality in the Region of Durham which collects no lot levies on severance applications® I presented a suggested schedule of lot levies to this committee some time ago, bizt it was tabled for further discussion. In the meantime our municipal treasury is losing thousands of dollars every week in comparison with the amounts being received by other municipalities processing similar applications. I think that members of the committee were anxious to establish a reasonable schedule of levies in relation to the actual municipal costs arising from various types of development. I think that this is a laudable objective, but it would require a sophisticated economic analysis which we are presently in no position to undertake. I think that in the short run the best thing for us to do is to establish a set of levies which is reasonably consistant with what other municipalities in the Region are doing. If we go on collec- ting nothing, it means that our present taxpayers are having to pay the continued.......... ® 2 REPORT N048 full cost of increased services required to accomodate new development. In these circumstances I would recommend that Mr. Layng be authorized: a) to review my recommended schedule of levies, b) to discuss with the Region (who now are collecting their own levies for lots within subdivisions) the proposed financing of itieglonal services, c) to contact the other municipalities in the Region to find out what levies they are charging(my figures are for 1973), d) to recommend to this committee an appropriate schedule of lot levies for approval by council.
