File #: Rln --2-. 1. 3 By-Law# Subject: TOWN OF NEWCASTLE OFFICIAL PLAN COMMUNITY IMPROVEMENT POLICIES - STATUS REPORT Recommendftlon,s: is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . THAT Report PD-174-91 be received; and 2 . THAT staff be authorized to advertise in local newspapers to advise the general public of the date and time of both a Public Information Centre and a Public Meeting to be held in relation to the proposed amendment to the Town of Newcastle Official Plan that incorporates Community Improvement Policies into the same Official Plan. 1. BACKGROUND 1. 1 In 1986, Staff prepared Community Improvement Policies to be included in the Newcastle Official Plan. These policies were approved by both the Town and the Region. Unfortunately, the policies were not accepted by the Ministry of Municipal Affairs which noted several deficiencies including: the lack of analysis and prediction dimensions, a sense of problem priorization and/or severity, and in some cases, a sense of future potential. The research and amendment specifically lacked: economic data on most commercial and industrial areas, details of conflicting land uses in industrial areas, and any information concerning the condition of building structures . In addition, it omitted collecting agency comments or comments from the general public . An RIG B FRINIEDC44 RECYCLED PAPER REPORT NO. : PD-174-91 PAGE 2 1 . 2 When Town Council was informed of the Program for Renewal, Improvement, Development and Economic revitalization (P.R. I .D.E. ) by written correspondence from the Ministry of Municipal Affairs, dated August 22, 1989 . Council on September 11, 1989, resolved to refer the matter to the Director of Planning and Development for appropriate action. 1. 3 It is noted that the Town of Newcastle is not qualified for a grant under the P.R.I .D.E. Program unless it has Ministerial approved community improvement policies in the Town Official Plan. 1 .4 A Work Program for the creation of a community improvement policies amendment was drawn up in October/November 1990 . The program requires a nine stage process as follows . ( 1) Development of Framework/Assumptions for Community Improvement Policies (2) Conduct a Deficiency Analysis for each Candidate Community Improvement Areas (3) Hold a Public Information Centre and Public Concerns Survey (creating an "Improvements List" for each Candidate Community Improvement Area) (4) Confirmation of Community Improvement Areas (boundaries only) , Phasing Scheme for Community Improvement Areas and Methods of Implementation (5) Begin Preparation for a C.A.U.S .E. Study for Downtown Bowmanville ( 6) DECISIONS BY GENERAL PURPOSE AND ADMINISTRATION COMMITTEE AND TOWN COUNCIL ON the Downtown Bowmanville C.A.U.S.E. Study Weekend ( 7) Undertake the Background Research Study for Community Improvement Policies (8) If yes for the above mentioned Town Council decision, finish preparing necessary organization and background information for the C.A.U.S.E. team F, c0 ,� REPORT NO. : PD-174-91 PAGE 3 ( 9) DECISION BY GENERAL PURPOSE AND ADMINISTRATION COMMITTEE AND TOWN COUNCIL ON an Amendment to incorporate Community Improvement Policies a part of the Newcastle Official Plan. 2. SCHEDULING 2 . 1 Task ( 1) "Development of Framework/Assumptions for Community Improvement Policies " was completed in November 1990 . It involved carrying out the following work agenda. a) Draft Community Improvement Policies. b) Approximate Delineation of Candidate Community Improvement Areas c) Draft Phasing Scheme for Community Improvement Areas (Plans) d) Proposed Methods of Implementation 2 .2 In mid-March 1991 work was begun on Task (2) . At that same time work was begun on Task (7) (the deficiency analysis) . Between mid-March 1991 and now, the deficiency analysis has been 60% completed and the background research study as a whole 40% completed. It is anticipated that the entire background research study will be 100% completed by September 1, 1991. 2 . 3 In November 1990 Town Council approved in principle a C.A.U.S.E. Event for Downtown Bowmanville in 1991. This represented the completion of Tasks (5) and (6) . Between November 1990 and now, most of the work associated with Task (8) has been completed. All of the task will be completed before the beginning of the C.A.U.S.E. Weekend on September 26, 1991. REPORT NO. : PD-174-91 PAGE 4 2 .4 Regarding the Community Improvement Policies Background Research Study, when conclusions have been generated for each of the candidate community improvement areas and subareas, Task (4) will be completed. 2 .5 Completion of Task (3) will require the holding of a Public Information Centre, both to inform the general public of the Official Plan Amendment incorporating Community Improvement Policies and to gather opinions from the general public regarding improvements that are needed for each candidate community improvement area and subarea. Such an event will require the usual preparations and also staff will require authorization to advertise the event, which will occur before the below mentioned public meeting. 2 . 6 Completion of Task (9) will require that a public meeting be held. This public meeting is scheduled for the September 9, 1991 meeting of General Purpose and Administration Committee. Staff will require authorization to advertise the public meeting in the first week of August. 3. CONCLUSIONS 3 . 1 When the above mentioned tasks are completed and it is anticipated that this will occur as of the September 16, 1991 meeting of Town Council, then the Town will have a community improvement policies amendment to send on to the Region and the Ministry of Municipal Affairs for approval. 3 .2 When the above mentioned amendment has been incorporated into the Newcastle Official Plan and sent on to higher levels of government for approval, then work can begin on creating a Community Improvement Plan for Downtown Bowmanville, the first of the Community Improvement Areas/ REPORT NO. : PD-174-91 PAGE 5 Subareas to receive such a plan. Once this Plan is completed then P.R. I .D.E. funding can be applied for from the Ministry of Municipal Affairs to implement this Plan.
