Subject: PROPOSED AMENDMENTS TO THE OSHAWA OFFICIAL PLAN
PART II - PLAN FOR THE PINECREST PLANNING AREA
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-139-91 be received.
2 . THAT the City of Oshawa be advised that the Town of
Newcastle has no objection to the provisions of the
draft Pinecrest Neighbourhood Part II Plan.
3 . THAT a copy of the report and a copy of Council's
decision be forwarded to the City of Oshawa and Region
of Durham Planning Departments .
1. BACKGROUND
1. 1 The City of Oshawa Planning Staff have undertaken a study to
prepare a part II Plan for the Pinecrest Planning Area in
north-east Oshawa. The Pinecrest Planning Area is bounded
by Taunton Road to the north, Townline Road to the east,
Beatrice Street and the Beatrice Street extension to the
south, and Wilson Road to the west.
Part II Plans (or Secondary Plans) , are prepared in order to

refine and compliment the Oshawa Official Plan. They
provide further detailed land use designations and related
policies .
1 . 3 The recommended Part II Plan for the Pinecrest Planning Area
was received by the Town on March 6 , 1990. A report
concerning the Part II Plan was presented to the General

Purpose and Adminstration Committee (PD-105-90) on March 26,
1990 . Subsequently Town Council advised the City and the
Region of Durham that it did not support the deletion of the
Beatrice Street extension between Harmony Road North and
Townline Road North. The Town, however, had no objections
to the remaining provisions of the Part II Plan.
1.4 After detailed consideration of the Beatrice Street issue,
on June 4, 1990, Oshawa Council considered a proposed Part
II Plan for the Pinecrest Planning Area and passed a
resolution to refer the proposed Pinecrest Part II Plan back
to the Planning and Development Department with direction to
undertake all actions which are necessary to revise the
Pinecrest Part II Plan to incorporate the extension of
Beatrice Street East from Harmony Road North to Townline
Road North.
1.5 A revised draft of the Part II Plan was received by the Town
of Newcastle Planning Department on May 9, 1991 (see
Attachment # 1) . This report has been prepared in response
to a request for comments from the City of Oshawa.
2. PROPOSED PINECREST PART II PLAN
2 . 1 The Pinecrest Part II Plan proposes a predominantly low
density residential community with some low-medium and
medium-high density uses located on Taunton Road, Grandview
Street North, Townline Road North and Wilson Road North.
The Plan also provides for a range of commercial uses
located along Taunton Road, Wilson Road North and Townline
Road North. A planned population of approximately 8800
persons is expected to be accommodated in the Pinecrest
Planning Area. The proposed Part II Plan for the Pinecrest
Planning Area is in Attachment # 1 to this report.

2 .2 Generally the changes to the revised Part II Plan are minor.
The proposed population has increased from
approximately 8500 to 8800 persons .
To ensure compatibility between new and existing
residential development, the City will encourage new
residential development to be of a similar type as
existing development in areas designated as Low Density
Residential.
The Neighbourhood Park located between Wilson Road
North and Harmony Road North includes lands which shall
not be considered suitable for inclusion in the 5%
dedication of parkland.
Pedestrian underpasses shall be provided at the time of
construction/reconstruction of roads.
Where it is not technically and functionally feasible
to require service roads or reverse frontage lots,
direct access to Type "B" arterial roads from single
detached housing on Beatrice Street East may be
permitted provided that engineering design standards
relative to sight lines and horizontal and vertical
curvature are satisfied.
Prior to the completion of the collector road between
Wilson Road North and Harmony Road North, where it
bisects the Bennett paving and Materials Ltd. property,
a temporary collector road access may be provided.
Specific Changes to Land Use and Road Plan Map include the
following:
Beatrice Street has been extended to Townline Road
North.

A public elementary school has been placed west of
Grandview Street and north of Beatrice Street East.

The Neighbourhood Park now abuts Beatrice Street East.
A separate elementary school and a Church have been
situated directly east of the Park.
An additional convenience commercial centre has been
added west of Townline Road North and north of Beatrice
Street East.

3. COMMENTS
3. 1 Town Staff have reviewed the revised Part II Plan for the
Pinecrest Planning Area and are satisfied that the Plan will
generally provide for a coordinated development pattern.
The extension of Beatrice Street alleviates the concern that
the Town had concerning ensuring adequate transportation
linkages for potential future development north of Courtice.
It also will assist east-west movements related to the
Oshawa-Newcastle Link Freeway.
3 . 2 Other modifications to the plan do not have a significant
impact on the Town. Consequently, it is recommended that
the City of Oshawa be advised that the Town has no
objections to the approval of the Part II Plan for the
Pinecrest Planning Area as forwarded.
