THAT Report PD-138-91 be received; 2 . THAT the Ministry of Transportation be advised that the Town of Newcastle endorses the proposed routing of the Peterborough Bus Service and the proposed generalized pick- up and drop-off locations at Enterprise Hill, Orono and Newcastle Village; 3 . THAT the Ministry of Transportation and GO Transit be requested to consider the future Bowmanville GO Rail station site as an additional pick-up and drop-off location for the Peterborough bus service; 4 . THAT the Ministry of Transportation, GO Transit, the Regional Transit Task Force and the Region of Durham Planning Department be advised of Council's decision and forwarded a copy of this report. 1. BACKGROUND 1 . 1 At a meeting held on April 8, 1991, the General Purpose and Administration Committee heard a presentation by Mr. David Ferguson, Manager, Toronto Area Co-ordinating Office of the Ministry of Transportation on the proposed Peterborough- Port Perry Bus Services . Committee and subsequently Council resolved: "THAT the presentation made by David Ferguson, Manager, Toronto Area Co-rodinating Office, Ministry of Transportation, pertaining to Peterborough-Port Perry Bus Services, be acknowledged and received with appreciation; 4 a, ! aPIE i PAPPD ,EYF ill l5 AS P(1:IflEO U<!IiELYLLCDi'APEfi REPORT NO. : PD-138-91 PAGE 2 THAT the matter be referred to the Regional Commissioner of Planning, the Regional Transit Task Force and the Planning Department of the Town of Newcastle for review and comments; and, THAT David Ferguson be advised of Council's decision. " 1.2 Council will recall that the Province is initiating a government subsidized special bus/GO Rail link to serve the diverse transportation needs of people living in Peterborough and Durham Region. This service is to be provided by private bus carriers, in consultation with municipalities . This initiative was taken largely in response to the elimination of the VIA Rail service along the Havelock line which previously provided a commuter-oriented service from Peterborough through Victoria County and Durham to downtown Toronto. 1. 3 In reviewing the various options to implement the Government's decision, Ministry staff concluded that: residents in Peterborough and Durham Region have a diverse range of work trips; only a small proportion of those work trips are destined to downtown Toronto or other destinations in Metro Toronto high quality all-day bus service can be offered at a lower cost than a single train service; all day bus service provides a superior level of service to a greater number of people. REPORT NO. ; PD-138-91 PAGE 3 1.4 Four services are proposed, the first two of which would benefit residents of the Town of Newcastle: Peterborough to Whitby GO Station Peterborough to GM Oshawa complex Port Perry to Whitby GO Station Port Perry to GM Oshawa complex Regular service to the Whitby GO Station would be augmented at a.m. and p.m. peak periods . The GM services will be designed to meet the GM shift changes . 1 .5 The Peterborough service would be routed along Highways 35/115 and 401 with three stops in Newcastle: Enterprise Hill (Highway 35 and 115 interchange) , Orono and Newcastle Village. 1. 6 Bowmanville would continue to be served by GO bus service along Highway #2 to Oshawa. In addition, an interim GO Rail service is scheduled to commence operation in the Fall with an a.m. inbound train to Union Station and a p.m. outbound return service. 2. STAFF COMMENTS 2 . 1 The proposed Peterborough bus service provides a new commuter service to residents living in the eastern portion of the Town of Newcastle. In particular, for many of the new residents of Newcastle Village, which commute regularly, this service provides a transit opportunity which, otherwise, cannot be expected for many years . The Peterborough bus service will bring positive benefits for the Town: i REPORT NO. : PD-138-91 PAGE 4 encourage use of the GO Rail system and transit generally whereas traditionally Town residents have been completely dependent auto-related forms of transportation provide an alternative to deal with increasing congestion on Highway 401 resulting from growth in Durham Region more environmentally/energy efficient form of transportation positive incentive for further residential growth. 2 .2 It is noted that with introduction of the limited GO Rail Service to Bowmanville, it is the intention of GO Transit to provide a shuttle bus between the GO station in Whitby to the GO station site in Bowmanville. The purpose of the shuttle service is to enable users to return to their cars at the Bowmanville station at alternative times to the once- a-day scheduled return trip. Given that the new Peterborough bus service will be routed along Highway 401, staff are of the opinion that the Peterborough bus service should also include the future interim Bowmanville GO station, (Martin Road and South Service Road) as a pick-up and drop-off location. This provides two benefits: 1) prevents a duplication of service by eliminating need for the shuttle bus 2 ) provides an express GO service to Whitby GO Station without having to take the existing Highway #2 GO bus t) 7 REPORT NO. : PD-138-91 PAGE 5 service to downtown Oshawa. This would make the GO service more marketable for Bowmanville residents and possibly eliminate some parking problems at the terminus station in Whitby. 2 .3 With regard to requests by Ministry staff for advice on opportunities for commuter parking and opportunities for marketing and promotion, Town staff are willing to assist Ministry staff at such time as necessary. 2 .4 In recent discussions with Ministry officials, Town staff were advised that Proposals from Voyageur Colonial, Trentway Wagar and Can-Ar are being evaluated. Discussions have also been undertaken with General Motors and the Canadian Auto Workers with regard to the possibility of a service to the GM complex. At this time, there are no definitive plans for the start up of the proposed bus services. 3. CONCLUSION The Peterborough bus service proposed by the Ministry will benefit Town residents and should be fully supported by the municipality. The proposed routing and the pick-up and drop-off points at Enterprise Hill, Orono and Newcastle Village is supported. In addition, the interim Bowmanville GO Rail Station should be incorporated into the service as another pick-up and drop-off point.
