HomeMy WebLinkAboutPD-110-91 THE CORPORATION OF THE TOWN OF NEWCASTLE DN: WATERFRONT.GPA REPORT Meeting: General Purpose and Administration Committee File# Date: Monday, May 6, 1991 Res. # By-Law# Report#: PD-110-91 File #: Pln 15 . 2 Subject: BOWMANVILLE WATERFRONT STUDY: AUTHORIZATION FOR ADDITIONAL WORK Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . THAT Report PD-110-91 be received; 2 . THAT F.J. Reinders & Associates be authorized to undertake the additional work requested by the Public Works Department and the Central Lake Ontario Conservation Authority FORTHWITH; 3 . THAT the funds necessary be drawn from the following accounts: $12,500 from Engineering Design and Studies, Miscellaneous (Account 7205-87000) and $14,500 from Planning Professional Fees Reserve (Account 2900-26-X) . 1. As Council will recall, staff noted in Report PD-41-91 that the agency circulation and public review process has identified a number of major concerns that need further review and study prior to finalization of the draft Secondary Plan. i) Public Works Department and the Conservation Authority have raised concerns with regard to identifying potential urban land uses in floodprone areas prior to appropriate studies to examine the feasibility of such a designation. Given that the "Village Commercial" area on the east side of the existing harbour is a fundamental component to the Secondary Plan concept, REPORT NO. : PD-110-91 PAGE 2 staff consider that a Flood Plain Review should be undertaken to review the flooding implications of any development. The approximate cost is $8,000 . 00. The other alternative, is an open space designation on these lands. If the general feasibility of reducing the regional storm to the 1: 100 storm or implementing a "two-zone" floodplain policy proved viable, a complete remapping of the watershed would be required prior to development to be borne by the benefiting land owners. ii) Public Works Department raised concerns with respect to the viability of the collector road system. As a result, it is proposed that a functional alignment study be undertaken under the direction of the Works Department. A work program and cost estimate has been prepared by F.J. Reinders and Associates which is satisfactory to the Director of Public Works . The total costs of the study amount to $25,000 . 00. 2 . Flood Plain Review The Port Darlington Harbour Company were asked to contribute $8,000 to cover the additional costs of undertaking the Flood Plain Review given that they would be the primary beneficiary of any reduction of the flood plain. The Port Darlington Harbour Company has indicated that they are not willing to contribute at this time. Given this position, it is recommended that funds be drawn from the Planning Professional Fees Reserve (Account 2900-26-X) to undertake this work. I II� I REPORT NO. : PD-110-91 PAGE 3 3 . Functional Alignment Study The intent of the Functional Alignment Study is to refine the conceptual alignment of the collector road system in the draft secondary plan on the basis of appropriate engineering design criteria. In addition, the study would examine: options for the Liberty Street and CNR crossing and alignments of Lake Street and West Beach Roads options for road alignments in vicinity of Wiggers Yachts, Regional Sewer and Water Treatment facility and proposed Village Commercial area options for crossing CNR tracks at Bennett Road area. 4 . Developer contributions have been requested from the primary contributors towards the overall study. The proponents of the Newcastle-on-the-Lake proposal have pledged $6 ,000 while the other project (Kingstown Investments) have indicated that they do not wish to make a financial contribution at this time. The balance of the costs being $19,000, would be shared by Planning and Public Works Department in the amounts of $6,500 and $12,500 respectively. 5 . Funds were incorporated into the 1991 Budget for Public Works under (Account 7205-87000) "Engineering Design and Studies-Miscellaneous " . In addition, funds are available in the Planning Profession Fees Reserve Account (2900-26-X) for the balance of the funding required for this additional work.
