SUBJECT: TOWN OF NEWCASTLE STREET NAME CHANGE — MANVERS STREET
TO YATES STREET, FORMER VILLAGE OF NEWCASTLE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-323-89 be received;
2 . THAT Staff be authorized to take the appropriate action
pursuant to Town Policy and the provisions of Section 210( 105)
of the Municipal Act, for consideration of a proposed street
name change of "Manvers Street" to "Yates Street" , within the
former Village of Newcastle; and
3 . THAT Mrs . Yates be advised of Council 's decision.
1. BACKGROUND
1. 1 At the meeting held on October 16th, 1989, the Council of the
Town of Newcastle passed the following resolution:
"THAT the correspondence dated September 20, 1989 from Mrs.
Norma Yates, requesting a street name change for Manvers
Street in the Village of Newcastle be received;
THAT the correspondence be referred to the Director of
Planning and Development for review and report; and

THAT Mrs . Yates be advised of Council 's decision. "
2. STAFF CObMNTS
2 . 1 In consideration of the above noted resolution, Staff, by
correspondence, advised Mr. and Mrs. Yates of the procedural
requirements, including an application fee of $100 . 00 .
2 . 2 To that end by correspondence dated November 13, 1989, Mrs .
Yates has submitted a formal request along with the
appropriate application fee.
2 . 3 Staff would note that the Region has confirmed that the use
of the name "Yates" has been placed on the reserve list for
the Town's consideration and use.
2 .4 Manvers Street is presently open between Queen Street and
Metcalf Street. The assessment records reveal a total of (5)
five properties having frontage onto Manvers Street municipal
address. The remaining parcels have a municipal address from
other abutting right-of-ways (ie. Mill Street) .
2 .5 Manvers Street south of Queen Street to the lake is not
opened. Assessment records reveal a total of ( 11) eleven
properties having frontage onto the unopened road allowance.
Where a municipal address has been provided for any of these
properties it is either from Mill Street, Darcy Street or
Boulton Street.
2 .6 The name change will affect both the opened and unopened
Manvers Street.

3. CONCLUSIONS:
3 . 1 Pending Committee and Council's approval in principle of the
proposed name change, Staff would proceed with the appropriate
action in accordance with the procedures set out in the
Municipal Act.
