SUBJECT: TOURIST AND GENERAL INFORMATION CENTRE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-303-89 be received;
2 . THAT Council approves, in principle, the establishment of a
Tourist and General Information Centre on the Vanstone Mill
property;
3. THAT Staff be authorized to proceed to undertake preliminary
start-up requirement and that the implementation of a Tourist
and General Information Centre be subject to Council's
approval of such facility in the 1990 Budget.
REPORT:
1. Tourism is one of the main components of economic development
activities in a municipality. The Town of Newcastle has not
been particularly active in this area. Given the major thrust
of Council in promoting economic development of the Town, it
was felt that some attention should be given to the area of
tourism promotion.

2 . The Mayor, Chairman of Planning and Development and senior
staff have discussed this matter and it was concluded that a
Tourist Information Centre is warranted for the Town. Various
possible locations were examined and the Vanstone Mill in
Bowmanville was considered to the best location, being in the
central part of the Town and has good visibility from Highway
No. 2 .
3. While the originally conceived idea was for a Tourist
Information Centre, it soon became apparent that there is also
a need to establish a year round general information centre
for the town. This Tourist and General Information Centre
will dispense both tourist and general information about the
Town to tourists and residents and also can act as a central
referral agency for various miscellaneous enquiries and
requests for assistance.
4. If the Vanstone Mill location is chosen, it will involve
leasing of the necessary space, furnishing the interior,
hiring of a full-time reception as well as setting up an
operational budget. At this time, Staff is carrying out
preliminary analysis and has been in contact with Town of
Whitby officials in order to gain some insights of its
operation. The ultimate cost in establishing and operating
such a facility will be compiled at a later date and will be
presented to Council at Budget deliberation.
5. We believe that a Tourist and General Information Centre will
provide the Town with identity, promote tourism, as well as
serve the Town's residents effectively.

Accordingly, we respectfully recommend the principle of
establishing the Tourist and General Information Centre be
APPROVED, and that the actual implementation will be subject
to inclusion in the 1990 Budget.
