File # Res. # By-Law # METING: General Purpose and Administration Committee DATE: Monday, November 5, 1990 REPORT #: PD-334 -90 FILE #: SUB.ECT: ONTARIO BUILDING CODE AMENDMENT REGULATING FARM BUILDINGS RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . THAT Report PD-334 -90 be received for information. 2 . THAT notice of change be published in local newspapers. 1. BACKGROUND: 1 . 1 Since its passing in 1976 the Ontario Building Code has provided municipal councils with authority to exempt farm buildings from Code requirements . Under the previous Building Code it was necessary to pass a by-law in order to regulate farm buldings . As with a number of other municipalities the Town felt it was not needed. 1. 2 The latest amendment to the Building Code, effective October 1, 1990 no longer includes that authority. All farm buildings must now conform to the Canadian Farm Building Code 1990 . Farm buildings are becoming larger and more complex and this change will provide a standard procedure for construction as well as an -F �} I REPORT NO. : PD-334 -90 PAGE 2 acceptable level of safety for the users of farm buildings . 1. 3 In order to assist builders and building inspectors apply the new Code and understand the procedure, a series of one ( 1) day seminars has been arranged by the Ministry of Housing and Ontario Ministry of Agriculture and Food. Inspection staff will be attending these seminars as they become available in this area. 1. 4 Members of the Ontario Region of the Canadian Farm Building Association will be aware of the Code change, however some of the local farmers and small builders may not. Therefore, it is recommended that notices be published in the local newspapers advising of the Building Code requirement for all farm buildings .
