THAT Report PD-300-90 be received for information; 1. BACKGROUND 1. The purpose of this report is to provide Council a status report on the administration of the school crossing guard program. 2 . The Town of Newcastle is responsible for the provision of school crossing guards and the said responsibility is being administered by the Planning and Development Department. 3 . The Town currently employees a total of 17 crossing guards, 15 of which are assigned at specific locations. The remaining 2 guards are on rover duty covering other guards in the event of illness . The location of each guard and the school served is attached herein. REPORT NO. : PD-300-90 PAGE 2 4 . From time to time, and particularly at the commencement of school year in September, there are inevitably requests from parents for school crossing guards at new locations . These requests are being reviewed by staff in accordance with the standards and study methodology recommended by the Institute of Transportation Engineers . The result of the school crossing guard need study will ultimately determine the need for the crossing guard. 5 . Where a crossing guard is justified, advertisement will be placed in local newspapers to fill the position. In the event crossing guard is not warranted, staff will respond accordingly. Currently, need studies are being carried out at the intersection of Wellington and Temperance, and at Nash and Centrefield. 6 . The pay rate for crossing guard is $200 bi-weekly throughout the entire school year. This year, we have experienced difficulties in filling three locations . From the enquiries we received, it appears the pay rate is unattractive. Staff will be dealing with this matter in the preparation of the 1991 current budget. 7 .
