TOWN OF NEWCASTLE Special Council Minutes April 25, 1980 Minutes of a Special Meeting of Council called to discuss the Budget, held on Friday, April 25, 1980 at 9:30 a.m. in the Bell Building Committee Room Roll Call Present were:. Mayor G. B. Rickard Councillor Keith D. Barr Councillor William Clarke, at 9:30 a.m. Councillor Ann Cowman, at 9:45 a.m. Councillor Ivan M. Hobbs Councillor Jasper W. Holliday Councillor Maurice Prout Deputy Clerk, G. Gray, Secretary Also Present: Acting Town Manager, J.M.McI1roy Treasurer, K. DeGroot Director of Public Works, J. Dunham Director of Planning, D. Holliday THAT the 50,000 for an aerial ladder be deleted from the Current Fire Department Budget. "CARRIED" Resolution #C-80~600 Moved by Con. Hobbs, seconded by Con. Prout THAT up to 200,000 be set aside from the Industrial Reserve Fund for the purchse of an aerial ladder. "CARRIED" Resolution #C-SO....60l Moved by Con. Cowman, seconded by Con. Clarke, seconded by Con. Barr THAT Grants for St. Johns Ambulance - $200. and Salvation Army - $200 be included in the budget as grants. "LOST" Resolution #C-80-60s Moved by Con. Holliday, seconded by Con. Cowman THAT the meeting adjourn at 12 noon and reconvene next week when facts and figures are available. Cowman THAT the Municipal Elderly Persons Tax Assistance Grant apply only to Senior Citizens whose property taxes are in excess of $600, conditional upon the Government of Ontario implementing new program for pensioners' property tax relief. Holliday, seconded by Con. Prout THAT a contribution of 150,000 from the Equipment Capital Reserve be used to reduce the impact on the mill rate in 1980 and the amount be repaid to Works Equipment Capital Reserve from the 1981 Budget. Resolution #C-80-609 Moved by Con. Hobbs, seconded by Con. Cowman THAT there be a 10 minute recess. "CARRIED" On: being put to a vote, Resolution #C-80-608 was duly "CARRIED" Resolution #C-80~610 Moved by Con. Prout, seconded by Con. Clarke THAT 16,100 Capital Equipment in the Recreation Budget be taken from the Parks Reserve Fund. "CARRIED" Resolution #C-80-611 Moved by Con. Hobbs, seconded by Con. Prout THAT, effective immediately, all convention expenses for Councillors be removed from the 1980 Budget. "CARRIED" I ~. \., '--' . Special Council Meeting - 5 - April 25, 1980 Port Hope Relief Fund N.J. Band Mementos Revised Budget and Mill Rate Resolution #C-80-6l2 Moved by Con. Hobbs, seconded by Con. Holliday THAT $1,000 be donated to the Port Hope Relief i Fund from moneys saved from convention costs and this be used as a start-up fund and the Mayor be authorized to liaise with service clubs, etc. to corne up with a collection date for the Port Hope Relief Fund. "CARRIED" Resolution #C-80-6l3 Moved by Con. Holliday, seconded by Con. Clarke THAT the Mayor and the Clerk decide upon suitable mementos for members of the High School Band from New Jersey visiting Bowmanville in the near future. "CARRIED" Resolution #C-80-6l4 Moved by Con. Holliday, seconded by Con. Clarke THAT the Treasurer put together a revised Budget and Mill Rate and report back to Council. "CARRIED" Resolution #C-80-6l5 Moved by Con. Clarke, seconded by Con. Prout THAT all salaries of Town Councillors be reduced by 10% in 1980 and the amount saved, used to reduce the mill rate. "LOST" Resolution #C-80-6l6 Moved by Con. Hobbs, seconded by Con. Cowman THAT the previous motion be amended to provide that local Councillors' salaries be reduced by 20% and Regional Councillors' salaries by 10%. "LOST" '-' ...
