LOT 32, CONC. 9, DARLINGTON OSHAWA COMPETITION MOTORCYCLE CLUB RECOMMENDATIONS: It is respectfully recommended that the General Purpose & Administration Committee recommend to Council the following: 1. THAT Report PD-220 -90 be received; 2 . THAT this application for rezoning be closed. 3 . THAT a copy of this report be forwarded to the Region of Durham Planning Department. 4 . THAT any delegation and those persons listed in this report be advised of Council's decision. BACKGROUND AND COMMENT: On September 13, 1988, the Town of Newcastle Planning Department received. a rezoning application to permit the subject lands to be used for "off-road motorcycling" by the Oshawa Competition Motorcycle Club. . . ./2 REPORT PD- 220-90 PAGE 2 1. OFFICIAL PLAN POLICIES: The subject property is located in Part Lot 32, Concession 9, former Township of Darlington. According to the Durham Region Official Plan, a portion of the subject property is designated "Environmentally Sensitive" . Section 1. 3.9 of this plan requires a study examining the compatibility of the proposed development with the surrounding area to be completed prior to development of lands so designated. 2. AGENCY COMMENTS: Upon circulation of this application to the Central Lake Ontario Conservation Authority, it was noted that on the Authority's Environmental Sensitivity Mapping Project, a portion of the subject property has a high level of sensitivity. Hence, the Central Lake Ontario Conservation Authority requested that an Environmental Sensitivity Study be submitted. In addition, the Ministry of the Environment asked that a Noise Study be completed. 3. APPLICANTS RESPONSE: On June 6, 1990, a letter was received from Mr. Jonathan Head (Past President of the Oshawa Competition Motorcycle Club) stating that the Club can not comply with the requests for the above-noted reports. It was also stated that the Club no longer intends to use the subject property for their practice events . 4. CONCLUSION: In as much as Mr. Jonathan Head, in his representation of the Oshawa Competition Motorcycle Club, has notified Staff that they no longer wish to use their subject lands, Staff are . . ./3 '� 16 REPORT PD- 220-90 PAGE 3 requesting that the file be closed and that Jonathan Head be advised of Council's actions .
