SU&ECT: PROVISION OF 5 MINUTE "GRACE PERIOD" IN PARKING METERS
RECOMMENDATIONS:
it is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-227-90 be received; and
2 . THAT the bid for replacement of parking meters submitted by J.J.
MacKay to replace the parking meters be amended to include
$3, 325 .55 for the provision of a five (5) minute "grace period"
in parking meter mechanisms; and
3 . THAT the additional funds be drawn from Parking Lot Reserve
Funds, Account No. 1110-162-X.
REPORT:
1. On May 28, 1990 the Council of the Town of Newcastle approved
Resolution #GPA 399-90 for the replacement of 293 parking
meters by J.J. Mackay Canada Limited for a total price of
$28,904 .45 .
2 . Since that time further discussions have taken place with
representatives of J.J. Mackay. For an additional $3,325 . 55
they can incorporate a five (5) minute 'grace period' into the
timing mechanisms. This would allow five (5) minutes after the
allotted time on the meter expired .before it went into violation.

3 . This system has the advantage of cirumventing the argument from the
public that the meter had only just expired when they were issued
a Parking Infraction Notice.
4 . The additional cost is $3,325 .55 and it is the opinion of Staff
that the benefits from a public image and public service standpoint
would be well worth the cost.
