REZONING AND SITE PLAN APPLICATION - NEWCASTLE TRAILER PARR
(EUGENE VANDEWALKER) - PART LOT 25, CONCESSION 1, FORMER TOWNSHIP
OF CLARKE - FILE: DEV 88-28 (X/REF: DEV 89-112)
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-276-90 be received;
2 . THAT the Newcastle Trailer Park be GRANTED a one ( 1) year extension
to conform with the provisions of the existing "Special Purpose
Commercial Exception (C4-8) zoning and the provisions of the 1981
Site Plan Agreement;
3 . THAT the interested parties listed in this report and any
delegation be advised of Council's decision.
1. BACKGROUND
1. 1 On September 4, 1990, Mr. E.E. VanDeWalker attended the General
Purpose and Administration Committee Meeting and spoke as a
delegation on behalf of the Newcastle Trailer Park. As a result
of Mr. VanDeWalker's presentation to Committee at said meeting,
Committee referred the delegation to Staff to report at a
subsequent meeting.
1.2 The Newcastle Trailer Park is currently subject of a rezoning and
site plan application (DEV 89-112) . The rezoning and site plan

amendment application seeks approval for eighteen ( 18) trailers for
'year round' occupancy on the subject property. A previous
rezoning and site plan amendment application (DEV 88-28) proposed
to expand the trailer park from eighteen ( 18) units to twenty-nine
(29) and from 'seasonal' to 'year round' occupancy. The
application was DENIED and the applicant was afforded one ( 1) year
to comply with the provisions of the existing zoning and the 1981
Site Plan Agreement. September 5, 1990, marks the anniversary of
the one ( 1) year term the applicant was provided to conform with
the existing zoning and Site Plan provisions .
1. 3 Mr. VanDeWalker appeared before Committee on September 4, 1990,
requesting a further one ( 1) year extension to the original one ( 1)
year term. The applicant has advised that the Trailer Park now has
only eighteen ( 18) units on site. In addition, Mr. VanDeWalker has
advised that he has retained the services of D.G. Biddle and
Associates to produce a detailed site plan in accordance with
C.M.H.C. standards as requested by Planning Staff. Preliminary
site plans have recently been submitted for Staff's review.
1. 4 Staff are satisfied that the applicant is developing a site plan
that will better reflect C.M.H.C. 's standards for trailer parks,
as well Staff respect the time required to undertake the proposed
trailer relocations and site improvements . In consideration of
the same, Staff have no objection for a one ( 1) year extension.
