REPORT File # ` Res. # By-Law # MEETING: General Purpose and Administration Committee DATE: September 17, 1990 REPORT #: PD-283-90 FILE #: SUB,ECT: TOWN OF NEWCASTLE OFFICIAL PLAN COMMUNITY IMPROVEMENT POLICIES WORK PROGRAM - STATUS REPORT RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-283-90 be received for information; and 2 . THAT the Bowmanville Business Centre, Newcastle Village and Orono Business Improvement Areas be forwarded a copy of this report. 1. BACKGROUND 1. 1 In 1986, Staff prepared Community Improvement Policies to be included in the Newcastle Official Plan. These policies were approved by both the Town and the Region. Unfortunately, the policies were not accepted by the Ministry of Municipal Affairs which noted several areas of deficiencies including the lack of analysis and' prediction dimensions, a sense of problem priorization and/or severity, and in some cases, a sense of future potential . The research and. amendment specifically lacked: economic data on most commercial and industrial areas, details of conflicting land uses in industrial areas, and any information concerning the condition of building structures . These policies were prepared in . . .2 REPORT NO. : PD-283-90 PAGE 2 haste, in fact, so quickly as to omit collecting agency comments or comments from the general public . 1.2 When Town Council was informed of the P.R.I .D.E. Program by written correspondence from the Ministry of Municipal Affairs, dated August 22, 1989, Council on September 11, 1989, resolved to refer the matter to the Director of Planning and Development for appropriate action. 1. 3 It is noted that the Town of Newcastle is not qualified for a grant under the P.R. I .D.E. Program unless we have Ministerial approved community improvement policies in the Official Plan. 1.4 Although works related to developing community improvement policies were included in the 1990 Work Program, works have not commenced until now due to Department priority and staffing shortage. 2. STAGING The preparation of Community Improvement Policies will be undertaken in two stages. The first stage will be concerned with Community Improvement for the Bowmanville Urban Area. The second stage will examine Community Improvement Policies for Newcastle Village, Orono and elsewhere in the Town of Newcastle. The details of scheduling are currently being compiled in a work program that is soon to be completed. 3. CO-ORDINATION For the Community Improvement Policies to succeed (and consequently, the P.R. I.D.E. funding application) there must . . .3 � 9i � (I / REPORT NO. : PD-283-90 PAGE 3 be a high level of co-ordination with the Durham Regional Public Works Department, Newcastle Public Works Department and the Newcastle Community Services Department. For research and policy-making related to Bowmanville's Commercial Core there must be a high level of co-ordination not only with the above- mentioned departments, but with the representatives of Bowmanville Business Centre. Similarly, for research and policy-making regarding Newcastle Village and Orono, the representatives of the Business Improvement Areas of these two locales will be consulted. 4. CONCLUSION A complete work program is currently being devised with input from the various Departments . Staff will be doing this work in-house although many municipalities often hire consultants to undertake this work. Staff will report back on the process at various intervals .
