Res. # _ 1# By-Law # MEETING: General Purpose and Administration Committee DATE: TUESDAY, May 22, 1990 REPORT #: PD-185 -90 FILE #: aM.CT: PROPOSAL TO RECOGNIZE COURTICE AS AN OFFICIAL ENTITY FOR POSTAL ADDRESSING PURPOSES RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . THAT Report PD- 185-90 be received; 2 . THAT the Canada Post be advised that the Town of Newcastle Council deems it necessary and desirable to create an official entity for Courtice for the purpose of postal addressing system for the area affected as indicated on the sketch attached hereto, and agrees to bear the cost of mail redirection not exceeding $42,200 .00; and 3 . THAT funds be drawn from 1990 Contingency Account or be included in the 1991 Budget. 1. BACKGROUND: 1. 1 Council, by an earlier resolution, directed Councillor Hannah and the Director of Planning and Development to approach Canada Post to explore the possibilities to create an addressing system for Courtice. A subsequent meeting was held with Canada Post and verbal assurance was provided that Canada . . . 2 REPORT NO. : PD-185 -90 PAGE 2 Post will look at this matter favourably and that a detailed proposal will be forwarded to the Town at a later day. 1.2 By letter dated April 26, 1990 (copy attached) , Canada Post submitted a detailed proposal and implementation plan to the Town. 2 . SUMMARY OF CANADA POST PROPOSAL 2 . 1 The area affected is shown on the attached sketch and was suggested by Town staff to Canada Post. A total of 4220 addresses will be affected and Canada Post indicated that the cost of redirecting mail and effecting the postal address change will be $10 . 00 per address . 2 .2 Prior to Canada Post proceeding with this matter, it requires the following from the Town: a) resolution from Council indicating responsibility for change including financial responsibility; and b) confirm Courtice boundaries for postal addressing purpose. 2 . 3 Town Staff will be providing Canada Post a list of all streets located within the affected area to enable Canada Post to develop new postal addresses . Upon receipt of the new postal addresses, the Town will be responsible to advise the residents of their new mailing address, effective date, and redirection of mail procedures . 2 .4 Should Council endorse the Canada Post proposal, Canada Post will require approximately nine (9) months to implement the operational changes . . . . 3 .`� 9h REPORT NO. : PD-185 -90 PAGE 3 3 . CONCLUSION: 3 . 1 As previously indicated, Courtice suffers an identity crisis and the current mailing address system is chaotic . It is particularly confusing for residents who resides in Courtice to carry a postal address of Oshawa or Bowmanville. Staff is of the opinion the mailing address change is necessary and in the public interest. 3 . 2 The cost of implementing the mailing address change will be $42,200 . which depending on timing of payment to Canada Post, will have to be drawn from the Contingency Account or to be included in the 1991 Budget. This proposal was discussed at a meeting held on February 1_6, 1990, with representatives from The Town of Newcastle and Canada Post Corporation in attendance . At that meeting , a number of issues were identified that required clarification or further study, by one or both parties, prior to a final decision being made . The attached document is in response to the Town of Newcastle 's request for a more detailed analysis of the number of residents potentially affected by a postal address change and the cost that will be incurred, by either the homeowner or the Town, to ensure that mail is redirected after the change is effected . West: Townline Road South : Lake Ontario East : Solina Road from Lake. Ontario to Baseline Road Baseline Road from Sol.i_na Road to Hancock Road Hancock Road North to Pebblestone Road North : Pebblestone Road from Hancock Road to Townline Road These boundaries have been identified by the Town of Newcastle and they are not subject to change, . Approximately 4220 addresses within this area would be required to carry a Courtice address, rather than Bowmanville or Oshawa , as currently used _ All residents delivered by a rural route would be required to begin using their official municipal or street address with the LIE urban postal code , rather than a rural route or box number designation. This use of street addresses will assist the Town in the upcoming implementation of the 911 Emergency services program_ This would affect approximately 940 of the 4220 households_ The remaining 3280 households would continue using their street addresses, but would be required to use "Courtice" , with an LIE postal code designation. Mail continuing to bear the old addresses and postal codes after the change is implemented , may be delayed for one day as a result of redirection. All new developments would 1-o addressed Courtice as they are built. In regards to Canada Post Corporation's Postal Code Directory, Courtice will continue to be listed under Bowmanvil.le , but all addresses will be identified under. a Courtice sub-heading ( see example attached) . The current fee for redirection of mail to a new postal address is $10 .00 for a four month period_ Canada Post Corporation would expect that this fees would be assumed by either the customer or the Town, who have requested the change be made . Approximately 4220 customer- would be required to complete the Redirection of Mail" request , at an approximate cost of $40 ,000 . Canada Post, would not expect, compensation for any other operational costs that it may incur as a result of the request. `? 99 0 � . 4. R'rc�p-wae�A-_t szrLPJ-a xa Canada Post receives Town of Newcastle council resolution, indicating responsibility for the change and confirming Courtice municipal boundaries. Town of Newcastle provides Canada Pont with list of streets lc)cat.ed within the proposed boundaries with street address ranges identified and instructs staff to provide municipal addresses to the Canada Post as required. Canada Post Corporation provides Newcastle with new postal addresses for all residents within the proposed C:ourtice boundaries. Town of Newcastle notifies all residents of their new mailing address, effective date and redirection of mail procedures. T illy ? Nine Months: Canada Post Corporation requires approximately nine months from the date the council resolution is received to implement the required operational changes. Seven Months: Canada Post will require that the Town provide information regarding municipal street addresses within two months after the council resolution has been received, or seven months prior to implementation.
