SJUCT: TOWN OF NEWCASTLE STREET NAME CHANGE - WEST TOWNLINE ROAD TO
TOWNLINE ROAD NORTH AND TOWNLINE ROAD SOUTH.
FORMER TOWNSHIP OF DARLINGTON
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-179 -90 be received;
2 . THAT By-law 86-112, being a bylaw to establish a Street Name Map
and Street Name Inventory in the Town of Newcastle be amended to
change the street name under Town jurisdiction of "West Townline
Road" to "Townline Road North" and "Townline Road South" within the
former Township of Darlington; and
3 . THAT Council authorize the Mayor and Clerk to execute a by-law to
amend By-law 86-112 being a by-law to establish the Street Name Map
and Street Name Inventory in the Town of Newcastle; and
4 . THAT the City of Oshawa be advised of Council 's decision.
1 . BACKGROUND
1. 1 At their meeting held on March 26, 1990, Council endorsed the
following resolution. . . .
"THAT Report PD-103-90 be received;
THAT Staff be authorized to take the appropriate action pursuant
to Town Policy and the provisions of Section 210 ( 105) of the
Municipal Act, for consideration of a proposed street name change
under Town jurisdicition of "West Townline Road" to "Townline Road
North" and "Townline Road South" within the former Township of
Darlington; and
THAT the City of Oshawa be advised of Council's decision. "

2 . PUBLIC NOTICE AND SUBMISSION
2 . 1 Pursuant to the provisions of the Municipal Act, the proposed name
change was advertised for four (4) consecutive weeks within the
local papers .
2 .2 No written submissions have been received in respect of the
advertisements .
3 . STAFF COMMENTS
3 . 1 As noted within Staff Report PD-103-90, the City of Oshawa
Planning Department re-confirmed their earlier request and asked
the Towns assistance in clarifying the name of the boundary road
between the two municipalities .
3.2 The City of Oshawa in 1985 requested of the Town their comments/
concerns on a street naming proposal which included naming the
boundary road "Townline Road" (North and South) .
3 . 3 Town Council through the passing of By-law 86-112 included the
naming of the boundary road in Newcastle as "West Townline Road" .
3. 4 In November, 1988, the Region of Durham passed and registered By-
law No. 248-88 naming that portion of the boundary road under it's
jurisdiction as "Townline Road North" . Staff would confirm the use
of "north" and "south" was in reference to the location, being
north or south of Highway No. 2 .
3 .5 Therefore, we now have a situation where the portion of Townline
Road under the Region jurisdiction is named "Townline Road North"
and "Townline Road South" , and that portion owned by the Town (see
attached sketch) is named "West Townline Road" .
3 .6 The City of Oshawa has indicated that the implementation of the
Regional 911 Emergency Dispatch System has placed some urgency on
the resolution of this matter to eliminate the conflicts noted

4 . CONCLUSION
4 . 1 In consideration of the above, Staff would have no objection to the
renaming of "West Townline Road" to "Townline Road North" and
"Townline Road South" .
