SECT. REQUEST TO EXTEND THE HAMLET BOUNDARIES FOR
THE HAMLET OF BURRETON STATION IN THE TOWNSHIP
OF SCUGOG
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-151-90 be received;
2 . THAT the Township of Scugog be advised that the Town of
Newcastle does not favour the extension of the Hamlet of
Burketon Station into the Township of Scugog;
3 . THAT the Township of Scugog and the Region of Durham Planning
Department, be so advised and forwarded a copy of Report PD-
151-90; and
4 . THAT the interested parties listed in Report PD-151-90 and any
delegations be advised of Council's decision.
1. BACKGROUND
1. 1 At its meeting of December 11, 1989, Council referred to the
Director of Planning and Development a letter dated November
29 , 1989 from Mr. E.S. Cuddie, Clerk Administrator for the
Township of Scugog. Said correspondence (Attachment #1)
requested the views of the Town of Newcastle with respect to
a possible extension. of the Hamlet of Burketon Station on the
Scugog side of the boundary road between the Township of

Scugog and the Town of Newcastle generally as shown on
Attachment #2 .
1. 2 The request from the Township of Scugog was initiated due to
a proposal by Mr. Jacques Noel, the owner of land in Lot 11,
Concession 1, former Township of Cartwright, to establish six
to seven residential lots fronting on the boundary road, west
of Old Scugog Road (shown as subject site on Attachment #2) .
1. 3 Mr. Noel had previously submitted a rezoning application in
1987 for eight residential lots on the subject lands. At its
meeting of January 25, '1988, Town Council indicated to the
Township of Scugog that it had no objections to that proposal.
The Region of Durham Planning Department indicated that among
other things, the municipal boundary posed a constraint to the
extension of the Hamlet of Burketon Station into Scugog
Township. The Region indicated that a thorough review of the
hamlet secondary plan, any development impacts, sharing and
division of responsibility between the Town of Newcastle and
the Township of Scugog would be necessary prior to considering
any extension of the Hamlet of Burketon Station into Scugog.
In April 1988, Scugog Council denied Mr. Noel's rezoning
application on the basis of not wishing to extend the Hamlet
of Burketon Station into the Township of Scugog.
2. OFFICIAL PLAN
The Hamlet of Burketon Station is a designated settlement
area within the "Oak Ridges Moraine" in the Durham Region
Official Plan. The Plan states that the Region will endeavour
to preserve this rural character, natural resources and
environmental features of the Moraine. Two active licenced

pits are located north of the Hamlet in the Township of
Scugog.
3. BOUNDARY ROAD
Boundary Road is governed by a Boundary Road Agreement between
the Township of Scugog and the Town of Newcastle. Under the
terms of the agreement, as amended, the Town of Newcastle is
responsible to maintain that portion of the road north of the
Hamlet of Burketon Station.
4. COMMENTS
4 . 1 The basis of Mr. Noel's request is that since development has
occurred on the south side of Boundary Road, and consequently
the provision of services would be maximized by having
residential development on both sides of the road. This
reasoning has some merit for some services such as road
maintenance, snow ploughing and street lighting will be
required regardless .
Many services required for this area would be split between
the municipalities . Fire service for the Scugog side would
be provided from Cesarea and for the Town side from
Enniskillen. Parks and recreation would be the mandate of the
respective area municipalities . School buses would serve
different School Boards for it is the Durham Boards of
Education which service the Township of Scugog.
The rationale of developing the north side of Boundary Road
on the basis of optimizing services would require a detailed
evaluation of alternative locations. (ie. It may be more

efficient for the Township of Scugog to extend Blackstock than
to extend the Hamlet of Burketon Station) .
It should be noted that there are many roads in the rural area
with strip residential development on one side and this
rationale could equally apply to those area.
4.2 Staff are of the opinion that the Boundary Road currently
provides a desireable physical boundary for the Hamlet of
Burketon Station. It is noted that Concession Road 10
provides a southern boundary and an unopened road allowance
between Lots 20 and 21 forms the western boundary. Durham
Regional Road 57 is a reasonable eastern boundary although one
lot was excluded at the time of the preparation of the hamlet
plan since it was licenced as a pit.
4 . 3 The inclusion of the lands north of Boundary Road also creates
an administrative problem with one rural settlement area
governed by two planning documents . There could be a problem
of compatibility between a future Development Plan prepared
by the Township of Scugog for the Scugog portion and the
Secondary Plan in the Town of Newcastle Official Plan
governing the Newcastle portion. It is further noted that the
Zoning By-law provisions differ between the two
municipalities .
4 .4 At this time there is no specific proposal before the Town,
there have been no detailed studies undertaken and there has
been no circulation of an application. As such, there is
missing information required to finalize any such position.
Nevertheless, the Township of Scugog has requested the Town's
views and opinions on the prospects of development in the area
and the necessity to expand the Hamlet of Burketon Station.

It is Staff's opinion that the current hamlet boundaries
provide a distinct edge for development and that the expansion
of the Hamlet into the Township of Scugog poses problems in
the co-ordination of development and municipal services for
the settlement area. Accordingly, it is recommended that the
Township of Scugog be advised that the Town does not favour
the extension of the Hamlet of Burketon into the Township of
Scugog.

At a recent Meeting of the Council of the Township
of Scugog, the Council received a renewed enquiry from
Mr . Jacques Noel to develop the Scugog side of the Boundry
between the two Municipalities being composed of Part
11 , Concession I in the. Township of Scugog .
It has been this Township ' s position to resist a
development to this stage. However , it appears that
there will be forthcoming some additional requests all
in the same general vicinity.
