Res. # By-Law # MEETING: General Purpose and Administration Committee DATE: Monday, March 19, 1990 REPORT #: PD- 103-90 FILE #: PLN 25. 1. 6 SLRJECT: TOWN OF NEWCASTLE STREET NAME CHANGE WEST TOWNLINE ROAD TO TOWNLINE ROAD NORTH AND TOWNLINE ROAD SOUTH FORMER TOWNSHIP OF DARLINGTON RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD- 103-90 be received; 2 . THAT Staff be authorized to take the appropriate action pursuant to Town Policy and the provisions of Section 210 ( 105) of the Municipal Act, for consideration of a proposed street name change under Town jurisdiction of "West Townline Road to "Townline Road North and Townline Road South" within the former Township of Darlington; and 3 . THAT the City of Oshawa be advised of Council's decision. 1. BACKGROUND 1. 1 At the meeting held on February 13, 1989, Council endorsed Staff Report WD-29-89 and a resolution which in part stated. . . . . "THAT the request from the City of Oshawa that the Town of Newcastle adopt Townline Road (north and south) as the legal name for the boundary street between the former Township of East Whitby and the former Township of Darlington, for that portion of the street which is under the Town's jurisdiction be discussed further with the City. . . . . " . . . .2 REPORT NO. : PD- 1m-90 PAGE 2 2 . STAFF COMMENTS 2 . 1 By correspondence dated February 20, 1990, the City of Oshawa Planning Department re-confirmed their earlier request and asked the Towns assistance in clarifying the name of the boundary road between the two municipalities . 2 .2 The City of Oshawa in 1985 requested of the Town their comments/ concerns on a street naming proposal which included naming the boundary road "Townline Road" (North and South) . 2 . 3 Town Council through the passing of By-law 86-112 included the naming of the boundary road in Newcastle as "West Townline Road" . 2 .4 In November, 1988, the Region of Durham passed and registered By- law No. 248-88 naming that portion of the boundary road under it's jurisdiction as "Townline Road North" . Staff would confirm the use of "north" and "south" was in reference to the location, being north or south of Highway No. 2 . 2 .5 Therefore, we now have a situation where the portion of Townline Road under the Region jurisdiction is named "Townline Road North" and "Townline Road South" , and that portion owned by the Town (see attached sketch) is named "West Townline Road" . 3. COMMENTS 3. 1 The City of Oshawa has indicated that the implementation of the Regional 911 Emergency Dispatch System has placed some urgency on the resolution of this matter to eliminate the conflicts noted above. 3 .2 Staff is of the opinion that "West Townline Road" should be renamed consistent with the Region's naming of this particular street in order to avoid confusion and conflict. 583 . . .3 REPORT NO. : PD- 103-90 PAGE 2 3 . 3 Pending Councils approval in principle of the proposed name change, Staff would proceed with the appropriate action in accordance with the procedures set out in the Municipal Act.
