THAT Report PD-104 -90 be received; 2 . THAT the attached Numbering of Municipal Property By-law be passed. 1. BACKGROUND: 1. 1 Approximately two (2) years ago, the Town has compiled a comprehensive street address index covering the entire Town of Newcastle. This index has been in use and property owners have contacted the Planning and Development Department from time to time to ascertain their municipal address so that their properties are properly identified with street numbers . 1.2 However, not all property owners have taken the step to affix appropriate numbers on their properties . This is particularly evident in the rural area. . . .2 i REPORT NO. : PD- 104-90 PAGE 2 1. 3 The resultant implication is that emergency services such as police, fire and ambulance personnel may encounter difficulty in identifying the property in need of such services . Hence, Staff is proposing a by-law be passed to require all property owners to affix street numbers and to have notices sent to all property owners through tax bill mailing. 2 . LEGISLATIVE AUTHORITY Section 210, Subsection 106 of the Municipal Act, R.S.O. , 1980 authorizes the Municipality to enact a by-law to require property owners to affix street numbers to buildings . The Act further states that the municipality may affix numbers on private property and recover such cost through collection in the same manner as taxes . 3. COMMENTS 3. 1 The requirement for numbering of buildings is of obvious benefits to the owners, and Staff expect full co-operation from all property owners . 3 .2 As a means to advise property owners, Staff have drafted a sample notice to be enclosed in the next tax bill mailing. Copy of the notice and the proposed by-law is attached herein. 3 . 3 This matter has been reviewed and discussed with the Fire Chief who concurs with the recommendation stated herein. Lawrence � Kotseff DIrector of Planning Chief A i 1strative and Development Officer FW*jip *Attach 5 March 1990 TOWN OF NEWCASTLE NOTICE TO ITS RESIDENTS in accordance to Section 210, Subsection 106 of the Municipal Act, R.S.O. 1980, Council of the Town of Newcastle enacted By-law No. 90- on whereby all property owners are required to affix street numbers on their properties. This action of Council is made in the interest of public health and safety so that in the event of emergency situations, your property can be readily identified and this would greatly assist fire fighters, police, and ambulance personnel to respond and reach you on a timely basis. Any person who requires assistance in ascertaining his/her municipal street number is requested to contact either Mr. Steve Harding or Mr. Gerald Fradsham of the Planning and Development Department at 623-3379. We thank those property owners who have already installed their street number and strongly urge those who have not done so to take immediate action. in addition, for those residents who currently have rural route address, we ask that you also include your municipal address in order to assist the post office. For example: Mr. John Doe 4500 Third Concession Road R.R. #2 Bowmanville, Ontario Postal Code Mike Creighton Franklin Wu, M.C.I.P. , Director Fire Chief Planning & Development Department Date: � 8 �3 TOWN OF NEWCASTLE - BY-LAW NO. 90- STREET N A&BERING BY-LAW WHEREAS Section 210, Subsection 106 authorizes the municipality to enact a by-law for numbering the buildings and lots along any highway in the Municipality; WHEREAS the Town of Newcastle deems it necessary in the interest of public safety that all buildings shall be identified by street numbers; WHEREAS the Town of Newcastle has adopted a comprehensive street name and number system for all highways within the Municipality; NOW THEREFORE, the Council of the Town of Newcastle enacts as follows: 1. Any person who owns real property in the Town of Newcastle shall affix a municipal street number on his property in an appropriate place that is clearly visible from the abutting street. 2. In the event any person who does not comply with the requirement of Paragraph 1 set out in this By-law, the municipality may affix such street number and assess the cost against the property owner through taxes in accordance with Section 210(106) of the Municipal Act. 3.
