"MANNER STREET" TO "GEORGE MANNERS STREET
FORMER VILLAGE OF NEWCASTLE (BONDHEAD)
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-122-90 be received;
2 . THAT By-law 86-112, being a by-law to establish a Street Name Map
and Street Name Inventory in the Town of Newcastle be amended to
change the name of "Manver Street" to "George Manners Street"
within the former Village of Newcastle (Bondhead) ; and
3 . THAT Council authorize the Mayor and Clerk to execute a by-law to
amend By-law 86-112 being a by-law to establish the Street Name Map
and Street Name Inventory in the Town of Newcastle.
1. LOCATION
1. 1 "Manver Street" is located within the former Village of Newcastle,
running north and south between Metcalfe Street and Bolton Street.
Manver Street is presently open between Queen Street and Metcalfe
Street. South of Queen Street to the lake it is unopened. Any
name change will affect both the open and unopened portions of
Manver Street.

2 . BACKGROUND
2 . 1 At their meeting held on February 12, 1990, Council endorsed the
following resolution. . . . .
"THAT Report PD-53-90 be received;
THAT the request for consideration of a proposed street name
change of "Manvers Street" to "Yates Street" within the former
Village of Newcastle be denied; and
THAT Staff be authorized to take the appropriate action
pursuant to Town Policy and the provisions of Section 210
( 105) of the Municipal Act, for consideration of a proposed
street name change of "Manvers Street" to "George Manners
Street" .
3 . PUBLIC NOTICE AND SUBMISSIONS
3. 1 Pursuant to the provisions of the Municipal Act, the proposed name
change was re-advertised for four (4) consecutive weeks within the
local newspapers .
3 .2 No written submissions have been received in respect of the re-
advertisement.
3 . 3 As contained in Staff report PD-53-90, the Newcastle Village and
District Historical Society noted in their submission that the
original Hanning Plan for Bondhead illustrated the street name in
question as Manners, not Manver Street. The Belton Historical
Atlas of Northumberland and Durham Counties, published in 1878,
however shows it as Manvers, apparently a misspelling of the
original name.
3.4 The Historical Society went on to note that George Manners
originally purchased all the land in Lot 27 and part of Lot 28,
Broken Front Concession in 1837 . In 1838 he organized and was a
charter director of the Bond Head Harbour Company.

3 .5 In view of the above information it was suggested by the Historical
Society that the street be renamed to "George Manners Street" .
4 . STAFF COMMENTS
4. 1 The Town's current practice in naming streets requires priority be
given to historical names pertaining to the Town of Newcastle,
particularly to the area of development.
4 .2 The Region of Durham Planning has confirmed that the name "George
Manners Street" would not be in duplication and accordingly place
it on the reserve list for the Town of Newcastle.
5 . CONCLUSION
5 . 1 In consideration of the above, Staff would have no objection to the
renaming of Manver Street to George Manners Street within the
former Village of Newcastle (Bondhead)

THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW NUMBER 90
WHEREAS the Corporation of the Town of Newcastle deems it expedient to amend the street name
map and street name inventory for roads in the Town of Newcastle.
AND WHEREAS such street name map and street name inventory establishes an official name for all
improved roads and those unimproved roads which receive summer maintenance and are included in
the Roads Needs Study for the Town of Newcastle;
NOW THEREFORE BE IT enacted as a by-law for the Town of Newcastle as follows:
1. Schedule "A" the street name map, and Schedule "B" the street name inventory, be amended
to:
a) change the name from"Manver Street"to"George Manners Street in the former Village
of Newcastle (Bondhead)
BY-LAW read a first time this day of 1990.
BY-LAW read a second time this day of 1990.
BY-LAW read a third time and finally passed this day of 1990.
