HomeMy WebLinkAboutPD-53-90 TOWN OF NEWCASTLE REPORT File # ' � r - N YATES : Res. # By-Law # MEETING: General Purpose and Administration Committee DATE: Monday, February 5, 1990 REPORT #: PD- 53 -90 FILE #: PLN 25. 1. 3 SUBJECT: TOWN OF NEWCASTLE STREET NAME CHANGE "MANVERS STREET" TO "YATES STREET" FORMER VILLAGE OF NEWCASTLE (BONDHEAD) RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD- 53 -90 be received; 2 . THAT the request for consideration of a proposed street name change of "Manvers Street" to "Yates Street" within the former Village of Newcastle not be approved; and 3 . THAT Staff be authorized to take the appropriate action pursuant to Town Policy and the provisions of Section 210 ( 105) of the Municipal Act, for consideration of a proposed street name change of "Manvers Street" to "George Manners Street" . 1. LOCATION 1. 1 "Manvers Street" is located within the former Village of Newcastle, running north and south between Metcalf Street and Bolton Street. 1.2 Manvers Street is presently open between Queen Street and Metcalf Street. South of Queen Street to the lake it is unopened. 1. 3 Any name change will affect both the open and unopened portions of Manvers Street. . . .2 543 REPORT NO. : PD- 53 -90 PAGE 2 2 . BACKGROUND 2 . 1 Council at their December 11th. , 1989 meeting endorsed the following resolution: "THAT Staff Report PD-323-89 be received; THAT Staff be authorized to take the appropriate action pursuant to Town Policy and the provisions of Section 210 ( 105) of the Municipal Act, for consideration of a proposed street name change of "Manvers Street" to "Yates Street" within the former Village of Newcastle; and THAT Mr. Yates be advised of Council decision. " 3 . PUBLIC NOTICE 3 . 1 Pursuant to the provisions of the Municipal Act, the proposed name change was advertised for four (4) consecutive weeks within the local newspapers . 3 .2 One written submission, on behalf of the Newcastle Village and District Historical Society was submitted in opposition of the change to "Yates Street" . 3 .3 In summarizing the concerns of the Newcastle Village and District Historical Society it was noted in their submission that the original Hanning Plan for Bond Head illustrated the Street name in question as Manners, not Manvers Street. The Beldon Historical Atlas of Northumberland and Durham Counties published in 1878, however shows it as Manvers, apparently a misspelling of the original name. 3 .4 The Historical Society further noted that George Manners originally purchased all the land in lot 27 and part of lot 28, Broken Front Concession in 1837 . In 1838 he organized and was a charter director of the Bond Head Harbour Company. 5 � �. REPORT NO. : PD- 53 -90 PAGE 3 3.5 In view of the above information it was suggested by the Historical Society that the street be renamed to "George Manners Street" . This in turn would correct the earlier error made over 100 years ago and retain this historical name in the community. 4 . STAFF COMMENT 4 . 1 The Town's current practice in naming streets requires priority be given to historical names pertaining to the Town of Newcastle; particularly to the area of development. 4 .2 Upon contacting the Region of Durham Planning Department, it was confirmed that the names "Yates" and "George Manners" were not duplications and could be placed on the reserve list for the Town of Newcastle. 4 .3 Currently, Mrs. Yates is the only resident living on Manvers Street and hence requested the street name change to "Yates" . 4 .4 In consideration of existing Council's policy, Staff is of the opinion that the name "Yates" should be denied and the street should be renamed "George Manners Street" . 5 . CONCLUSION 5. 1 Should Committee concur, re-advertising pursuant to the provgisions of the Municipal Act is required.
