SUBJECT: TOWN OF NEWCASTLE STREET NAME CHANGE "CEMETERY ROAD"
TO "HAINES STREET" IN THE FORMER TOWN OF BOWMANVILLE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD- 54 -90 be received;
2 . THAT By-law 86-112, being a by-law to establish a Street Name
Map and Street Name Inventory in the Town of Newcastle be
amended to change the name of "Cemetery Road" to "Haines
Street" in the former Town of Bowmanville.
3 . THAT Council authorize the Mayor and Clerk to execute a by-
law to amend By-law 86-112 being a by-law to establish the
Street Name Map and Street Name Inventory in the Town of
Newcastle.
1. LOCATION
1. 1 "Cemetery Road" is located within the former Town of
Bowmanville, running between Lots 7 and 8, north and south
between King Street and Baseline Road.
2. BACKGROUND
2 . 1 In the course of promoting industrial development for the
Town, it has been repeatedly drawn to Staff's attention that

the name "Cemetery Road" has a sombre connotation which may
deter prospective businesses to locate their operations in
this part of Town. Hence, Staff suggested that "Cemetery Road"
be re-named.
2 .2 At the meeting held on November 27, 1989, Council of the Town
of Newcastle passed the following resolution:
111. THAT Report PD-298-89 be received;
2 . THAT Staff be authorized to take the appropriate action
pursuant to Town Policy and the provisions of Section
210( 105) of the Municipal Act, for consideration of a
proposed street name change of "Cemetery Road" to "Haines
Street" , within the former Town of Bowmanville; and
3 . THAT the landowners fronting unto Cemetery Road be
provided additional notice through a mail circulation. "
3. PUBLIC NOTICE
3 . 1 Pursuant to the provisions of the Municipal Act, the proposed
name change was advertised for four (4) consecutive weeks
within the local newspapers .
3 .2 In as much as the request for a street name change was not
initiated by a landowner on Cemetery Road, Staff supplemented
the notice requirements through a mail circulation. The
assessment records reveal a total of nine (9) individual
properties, three (3) of which are owned by the Town of
Newcastle.
3. 3 No written submissions have been received by Staff prior to
the preparation of this report.
3 .4 Two (2) landowners, although not objecting to the name change,
did inquire as to the necessity of such a change and the

rationale for the use of "Haines" .
4. STAFF CO)MNT
4. 1 The Town's current practice in naming streets requires
priority be given to historical names pertaining to the Town
of Newcastle; particularly to the area of development.
4 .2 In reviewing any names for consideration, the Town is required
to co-ordinate and approve all street names with the Region
of Durham to ensure there will be no duplicating street names
in neighbouring municipalities . The main objective of this
system is to avoid duplication, helping to reduce errors in
reporting locations during phone calls for emergency services
such as fire, police and ambulance services. Regional policy
does not permit the uses of names which would be a duplication
within Durham Region.
4 . 3 Within the "Historical Atlas of Northumberland and Durham
Counties - 1878" George Haines is illustrated as being a land
owner within the immediate vicinity of Cemetery Road, within
Lot 7 , Concession 1, former Town of Bowmanville.
4.4 The publication "The Townships of Darlington and Clarke" , by
John Squair, confirms Mr. Haines involvement in Town
activities as an assessor and as a member of Council of the
Town of Bowmanville in 1858 .
4 .5 Upon contacting the Region of Durham Planning Department, it
was confirmed that the name "Haines" is not a duplicating
street name and placed on the reserve list for the Town of
Newcastle.

5. CONCLUSION
5. 1 The By-law attached to said report would implement the street
name change as noted in Staff's recommendations .

THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW NUMBER 90 -
WHEREAS the Corporation of the Town of Newcastle deems it expedient
to amend the street name map and street name inventory for roads
in the Town of Newcastle;
AND WHEREAS such street name map and street name inventory
establishes an official name for all improved roads and those
unimproved roads which receive summer maintenance and are included
in the Roads Needs Study for the Town of Newcastle;
NOW THEREFORE BE IT ENACTED as a by-law for the Town of Newcastle
as follows:
1. Schedule "A" the street name map, and Schedule "B" the street
name inventory, be amended to:
a) change the name from "Cemetery Road" to "Haines Street",
in the former Town of Bowmanville.
