Sl1B,JECT: PROPOSED AMENDMENT TO THE VICTORIA COUNTY OFFICIAL
PLAN REGARDING QUARRY DESIGNATION

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-63-90 be received;
2 . THAT a copy of Staff Report PD-63-90 be forwarded to Victoria
County and the Region of Durham.
1. BACKGROUND
1. 1 On July 31, 1989, the Town of Newcastle received notice from
Victoria County requesting comments from the Town with resepct
to a proposed amendment to the Victoria County Official Plan.
2. PROPOSED OFFICIAL PLAN AMENDMENT
2 . 1 The purpose of the proposed Official Plan Amendment is to
change the land use designations and policies of the Victoria
County Official Plan as they pertain to limestone quarry
operations . The effect of the amendment will be as follows:
- to retitle the "Pits and Quarries" designation
to the "Sand and Gravel Resources" designation

and to delete all references to quarries within
that designation;
to amend the "Resource Reserve" designation so that
quarries are no longer a permitted use;
to create a new "Quarry" designation.
2 .2 Currently, both pits and quarries are permitted within the
"Resource Reserve" and the "Pits and Quarries" designations
of the Victoria County Official Plan. However, significant
differences exist between pit and quarry operations, primarily
the blasting and substantial truck volumes associated with
quarries . The proposed Official Plan Amendment would
distinguish between pits and quarries by only permitting
quarries within the new "Quarry" designation.
Within the "Quarry" designation, only existing approved
quarries would be recognized. New quarry operations would only
be permitted through amendment to the Official Plan. Criteria
would be established by which an Official Plan Amendment
application to establish a new quarry could be reviewed to
determine land use compatibility and appropriateness . One of
the proposed criteria would be traffic haulage routes and
their impact on neighbouring land uses.
3. STAFF COMMENTS
3 . 1 The Township of Manvers, which is a local municipality within
Victoria County, lies immediately north of the northern
boundary of the former Township of Clarke. As indicated by
Attachment No. l, the Victoria County Official Plan currently
designates a large area along the northern side of the
Clarke/Manvers boundary west of Highway 115 as "Pits and
Quarries" . To the north of these lands lies an even larger

area designated as "Resource Reserve" .
3.2 Under current Official Plan policy, quarries would be
permitted without an amendment to the Official Plan in both
the "Pits and Quarries" and "Resource Reserve" designation.
The Official Plan Amendment being proposed by Victoria County
would require a proposed quarry to be specifically recognized
in the Official Plan through an Official Plan Amendment.
Therefore, both the Town of Newcastle and the Region of Durham
would be circulated with any Official Plan Amendments for
quarries in the general vicinity of the Clarke/Manvers
boundary.
3. 3 For the purposes of comparison, the Durham Regional Official
Plan does not distinguish between pit operations and quarry
operations, but rather makes a generalized reference to
"Mineral Aggregate Resource Extraction Areas" (Section 4 .2.2) .
All proposed extraction areas are required to submit to the
Official Plan Amendment process . The Official Plan (Section
4 .3 . 3) outlines criteria by which such applications are to be
evaluated.
Furthermore, the Official Plan (Section 4 . 3 . 1) encourages area
municipalities to adopt standardized provisions pertaining to
mineral aggregates within their zoning by-laws. In this
regard, the "M3 (Extractive Industrial) " Zone of By-law 84-
63, the Town of Newcastle Comprehensive Zoning By-law, lists
both a sand and gravel pit and a quarry as permitted uses . The
only quarry operation in the Town, being St. Marys Cement, is
placed in a specific "M3-1" zone.
4. CONCLUSIONS

allows for increased input from neighbouring municipalities
which may be affected by such new operations . In this regard,
Staff have no objection to the approval of the subject
Official Plan Amendment.
