Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report PD- 93 -91 be received for information; and
2 . THAT the interested parties listed in this report and any
delegation be advised of Council 's decision.
1. APPLICATION DETAILS
1 . 1 Applicants: Joe Mares & Morris Singer
1.2 Agent: G. M. Sernas & Associates
1. 3 Rezoning: from Holding - Urban Residential Type One
( (H)R1) to an appropriate zone in order to
permit the construction of an 8 unit, 1489 .5
square metre commercial plaza.
1.4 Area: .53 hectare ( 1 . 3 acres)
2 . BACKGROUND
2 . 1 On June 14, 1989, the Town of Newcastle received an application
submitted by G. M. Sernas on behalf of Joe Mares and Morris Singer
to rezone a .53 hectare parcel in order to permit the development
of the subject parcel with an 8 unit, 1489 .5 square metre
commercial plaza.

2 .2 A Public Meeting was held on Monday, October 23, 1989 at which time
one area resident raised concerns regarding the fragmented nature
of development along Highway #2, the availability of municipal
services to the subject property and the compatibility of the
proposed plaza with the surrounding area. In addition, the agent
for an adjacent property owner submitted a letter in opposition to
the proposal.
3 . STAFF COM 4ENTS
3 . 1 As a result of a negative response from the Ministry of
Transportation, due to the substandard lot frontage, the agent for
the applicants submitted a letter to the Town of Newcastle Planning
and Development Department on April 2, 1991, formally withdrawing
the application.
3 .2 The rezoning application file is now closed and those persons who
previously voiced their concerns have been notified that the file
is CLOSED.
