RECOMMENDATIONS:
It is respectfully recommended that the General Purpose 'and
Administration Committee recommend to Council the following:
1. THAT Report PD- 42 -90 be received for information.
1. INFILL PROPOSAL
1. 1 On December 22, 1989, Laidlaw Waste Systems submitted the
final reports related to its Infill Proposal to the Town of
Newcastle. The Reports are as follows:
- Development, Operations & Closure Report
- Hydrogeology
- Transportation Impact Assessment
- Government Consultation Report
- Visual Impact Assessment & End Use Planning
- Noise Impact Assessment
- Dust Impact Analysis
- Public Consultation Report
- Social Analysis Report

1.2 Previously, Laidlaw had requested a 7 year extension of the
present landfill site by operating at a disposal rate of 895
tonnes per week, which is approximately 10% greater than that
permitted by the existing licence. This would have resulted
in a single mound with an elevation of 198.5 m (651 feet) as
shown by Attachment No. 1.
1.3 In approving Laidlaw's request to be allowed to proceed under
Part V of the Environmental Protection Act, the Ministry of
the Environment specified that the lifespan of the Infill
Project should not exceed 2 years to allow the completion of
the environmental assessment for the long term expansion. In
addition, the final contours of the infill project are not to
significantly exceed the existing approved contours .
Accordingly, Laidlaw currently proposes to extend the life of
the existing site by 2 years at a disposal rate of 895 tonnes
per week. The final proposed elevation, as indicated by
Attachment No.2, would be approximately the same as that
approved under the existing Certificate of Approval, being 183
m (600 feet) .
2. LEACHATE FORCEMAIN PROPOSAL
2 . 1 Laidlaw has also submitted its final report on its proposal
to pipe the leachate from the landfill site to the Graham
Creek Water Pollution Control Plant in Newcastle Village.
Laidlaw proposes to oversize the forcemain to serve the inf ill
project, as well as the proposed site expansion. A forcemain
length of approximately 12 kms (7 .5 miles) would be required.
The proposed route is indicated by Attachment No.3.
3. REVIEW OF TECHNICAL REPORTS
3 . 1 On Friday, December 12, 1990, Planning Department and Works
Department Staff, the Town Solicitor and Acres International,

the Town's Consultants, met with Laidlaw's consultants to
discuss the technical reports related to the Infill Proposal
and the Leachate Forcemain Proposal. The technical session was
preceded by a tour of Laidlaw's existing landfill site.
The detailed review of the technical reports for the Town will
be the primary responsibility of Acres International.
3 .2 Regional Planning Staff have forwarded copies of the final
technical reports to all agencies previously circulated with
the original Official Plan Amendment applications related to
the Infill and leachate forcemain proposals . Town Planning
Staff have sent letters to these same agencies requesting that
comments on the related rezoning application for the Infill
Proposal be provided.
3 . 3 Laidlaw has requested the Town to complete its review of the
final technical reports by February 15, 1990 in order that a
hearing could be convened in March 1990 . Town Staff have
advised both Laidlaw and the Ministry of the Environment that
the Town will not be able to complete its review and forward
a recommendation on the proposal within this time frame, and
have requested the Ministry not to expedite the scheduling of
the Hearing.
