Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD- 92 -90 be received for information.

1. 1 APPLICANT: Victoria Woods
1 .2 AGENT: D.G. Biddle and Associates
1. 3 REZONING: From Holding - Urban Residential Type One ( (H)Rl) to an
appropriate zone or zones in order to permit a plan of
subdivision consisting of 186 single family dwellings,
24 townhouse dwellings and 104 apartment dwellings .
1. 4 AREA: 25. 06 hectares (61. 92 acres)
2. BACKGROUND
2 . 1 On August 11, 1988, the Town of Newcastle received an application
submitted by D.G. Biddle and Associates on behalf of Chibra
Development Corporation and Syvan Developments Limited to rezone
a 25.06 hectare parcel in order to permit a 314 unit plan of
subdivision. The carriage of the application was taken over by
Victoria Woods in 1989 and through consultation with the public and
the Planning and Development Department the new owners subsequently
revised the application to propose 369 single family dwellings.

2 .2 Since the zone category of the subject property ( (H)Rl) permitted
the revised plan of subdivision, the amendment to the Town's
Comprehensive Zoning By-law was not required. Council resolved on
September 10, 1990 to recommend approval of the revised plan to the
Region of Durham, although the plan has yet to be draft approved.
Consequently, a review of the file indicated that the related
zoning by-law amendment application was no longer applicable and
the file is now closed.
