SUB-JECT: REQUEST FOR CROSSING GUARD - NASH ROAD AND VARCOE ROAD

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-40-89 be received; and
2. THAT the services of an adult crossing guard are not warranted at the
intersection of Nash Road and Varcoe Road; and
3. THAT Mr. Gordon Lohnert be advised and forwarded a copy of this Report.
1. BACKGROUND:
1.1 In September, 1988, Mr. Gordon Lohnert appeared before the General Purpose
and Administration Committee to request a crossing guard be provided at the
intersection of Nash Road and Varcoe Road, and Staff were requested to
undertake a traffic count to determine the need. Due to area road
construction, however, an accurate count could not be obtained. The
situation was reported to Committee which directed that the traffic count be
postponed pending completion of road construction in the area.

1.2 Subsequent to the completion of road construction, a traffic count was
undertaken on Friday, January 13, 1989 and again on Wednesday, January
18, 1989, between the hours of 8:15 a.m. - 9:00 a.m. and 3:15 p.m. -
4:00 p.m. The results of these two counts are presented in the
diagram attached hereto. In summary, the maximum number of children
crossing Varcoe Road during either one of the above-noted period is
ten (10) and the maximum number of vehicles travelling on Varcoe Road
in both directions for the same time periods is seventeen (17) .
2. COMMENTS:
2.1 Staff contacted the Ministry of Transportation and was able to obtain
its mechanical traffic count data for Varcoe Road between Nash and
Highway No. 2. Based on the Ministry data, on September 27, 1988 and
September 28, 1988, and between the hours of 8:00 a.m. - 9:00 a.m. ,
there were a total of 55 and 59 vehicles travelling in both directions
on Varcoe Road between Highway No. 2 and Nash Road. This information
is consistent to our traffic survey and generally confirms that
traffic volume on Varcoe Road is light.
2.2 Road construction in this area is now completed and any previous
problems related to children crossing due to construction and traffic
related thereto is no longer evident. In view of the small amount of
children crossing activity and light traffic volume, Staff is of the
opinion that a crossing guard is not warranted at the intersection of
Nash Road and Varcoe Road at this time.
