SMEGIMENDMENT TO BY-LAW 79-1; BEING A BY-LAW TO REGULATE PARKING
ON THE WEST SIDE OF TEMPERANCE STREET BETWEEN KING STREET AND
CHURCH STREET IN BOWMANVILLE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-28-89 be received; and
2. THAT the attached by-law amendment be approved to permit the installation of
parking metres on the west side of Temperance Street between King Street and
Church Street, save and except the area in front of the Town Hall Building
and in front of any fire hydrants.
1. BACKGROUND:
1.1 As Members of Council are aware that area merchants have objected to the
west side of Temperance Street between Church Street and King Street being
signed "No Parking".
1.2 Previously, Council requested that the area in front of the Town Hall be
signed "No Parking" (Refer to Attachment No. 1) . It was felt that this
area be kept free to allow better exposure of the Town Hall as well as to
facilitate better two-way traffic movement on Temperance Street. The area

proper to Highway 2 on the west side of Temperance Street was to be
monitored as to the necessity of some additional parking spaces in this
area. In order to implement Lbio' "No Parking" signs were posted.
2. COMMENT:
2.1 Since the occupation of the Town Hall, parking surrounding the Town
BoIl has been a continuous concern to many. Staff are cognizant of
the fact that more parking opooeo may be required and feel that the
merchants may have u legitimate concern notwithstanding that we have
noticed some motorists are using the west aide of Temperance Street to
access the Post Office.
2.3 Staff have no difficulty to recommend parking on the west side of
Temperance Street provided the area in front of the Town Hall
Buidliug, where there is a fire hydrant, be kept free. In addition,
the area adjacent to the other fire hydrant further south should also
be kept "No Parking". Staff estimate that a total of four (4) parking
spaces can be provided. These parking spaces will be required to be
metced.
3.3 To implement the above recommendation, the Town's Parking By-law will
have to be amended and the amending by-low is attached hereto.

THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW NUMBER 89-
being a By-law to amend By-law 79-1, for the regulation of parking, standing
or stopping of motor vehicles on highways under the jurisdiction of the
Corporation of the Town of Newcastle.
WHEREAS it is deemed expedient to amend the said by-law to further regulate
the parking vehicles on the west side of Temperance Street, between Church
Street and King Street in Bowmanville;
NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the
Town of Newcastle hereby enacts as follows:
1. Schedule "A" (No Parking - Former Town of Bowmanville) is hereby
amended by adding thereto and under the corresponding column thereof, the
following:
Temperance Street, West side, from Church street to a point
40 metres southerly
"No Parking at Anytime"
BY-LAW read a first and second time this 16th day of January, 1989.
