Subject: TOWN OF NEWCASTLE - PROPOSED STREET NAME
PART OF LOT 1, 2, 3 & 4, CONCESSION 4, FORMER TOWNSHIP OF
DARLINGTON
CONCESSION ROAD 4
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-94-92 be received;
2 . THAT Staff be authorized to take the appropriate action
pursuant to Town Policy and the provisions of Section 210
(105) of the Municipal Act, for consideration of a proposed
street name of "Tobacco Road" within Part of Lot 1 to 4,
Concession 3 , former Township of Darlington.
3 . THAT the landowners fronting onto the affected portion of
"Concession Road 411 be provided notice through a mail
circulation.
1. BACKGROUND
1. 1 Staff was requested by an abutting property owner fronting
onto Concession Road 4, as shown on the attached key map, to
change the name to "Tobacco Road" .
2. STAFF COMMENTS
2 . 1 The Town's current practice in naming streets requires that
priority be given to historical names pertaining to the Town
of Newcastle, particularly to the area of development.

2 .2 In reviewing any names for consideration, the Town is
required to co-ordinate and approve all street names with
the Region of Durham to insure there will be no duplication
of street names with neighbouring municipalities. The main
objectives of this system is to avoid duplication, helping
to reduce errors in reporting locations during phone calls
for emergency services such as fire, police, and ambulance
services. Region policy does not permit the use of names
which would be a duplication within Durham Region.
2 . 3 Concession Road 4 is municipally maintained from Region Road
42 through Lots 1 to 3 , however, within Lot 4, the road is
not maintained on a year-round basis. It is at this
juncture that the applicant depicted as the termination
point for the street name "Tobacco Road" .
2 .4 Staff note that if the street name is changed as requested,
that six (6) properties would be affected.
2 . 5 The resident requested that the street name be changed to
reflect the fact that Tobacco has been cultivated on 3 of
the farms along this stretch of road since 1948 . With the
decline in the demand for tobacco in recent years, the
resident felt that it is important to entrench through the
change of street name, that tobacco was the market crop for
the surrounding area, for many years.
2 . 6 Upon contacting the Region of Durham planning Department, it
was confirmed that the name "Tobacco" would not be a
duplication of street names and could be placed on the
reserve list for the Town of Newcastle.

2 .7 Concession Road 4 is presently maintained on a year-round
basis from Regional Road 42 , westerly to Lot 4 . The road is
then reestablished in Lot 7 and is maintained through to Lot
15. Although the road allowance remains, an open road does
not exist between Lot 16 to Lot 27 . At this point, the road
is opened and maintained to Regional Road 55, however, it
has been named Pebblestone Road.
3. CONCLUSION
3 . 1 Pending the Committee and Council's approval in principle of
the proposed street name, Staff will proceed with the
appropriate newspaper advertisements in accordance with the
procedures set out in the Municipal Act.
