Subject: MAYOR'S TASK FORCE ON ECONOMIC DEVELOPMENT
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT the Mayor's Task Force on Economic Development for the
Town of Newcastle be established;
2 . THAT the terms of reference of the Task Force as contained
in this Report, be approved; and
3 . THAT Staff be authorized to implement the above
recommendation forthwith.
1. BACKGROUND:
1. 1 Since its inaugural meeting held on December 2, 1991,
Members of Council have indicated that economic development
should be the top priority of the Town.
1. 2 In January, 1992, Council invited members of the local
business and industrial communities to an informal breakfast
meeting at which time the Mayor requested the assistance of
the private sector to help promote and assist the Town in
its economic development endeavour. It was extremely
encouraging that many business persons have expressed their
willingness to participate.
1. 3 Subsequently, Members of Council and Senior Staff met to
explore the course of action and the idea to set up a

Mayor's Task Force on Economic Development was conceived.
Invitations were then sent to those who earlier indicated
their willingness to participate. In addition, a
representative from the Tourism industry and the three
B. I.A. and Newcastle Village Chamber of Commerce were also
invited to join the Task Force.
1.4 Most invitees have responded. Attached to this letter is a
list of the persons that have accepted the invitation to sit
on the Task Force.
2. TERMS OF REFERENCE FOR THE TASK FORCE
2 . 1 The members of the Task Force shall select a chairperson and
a vice-chairperson.
2 . 2 Planning Staff will attend each meeting as resource persons
and to record minutes. Adopted minutes are to be placed on
Council's agenda for information.
2 . 3 The Mayor will chair the first meeting only for the purpose
of selecting a chairperson and to facilitate and /or clarify
preliminary and procedural matters. Future meeting dates
will be established by the Task Force.
2 .4 The Task Force may from time to time make recommendation to
Council on the various aspects of economic development for
the Town of Newcastle. In addition, the Task Force shall
within 12 months of its first meeting, deliver a report to
the Council. The Task Force should focus on a short term
economic development action plan and to work closely with
the Stephen Chait Consultants Ltd. in the development of a
long term economic development strategy.

2 .5 All Members of the Task Force are volunteers. The Town will
provide supporting staff and meeting facilities.
3 . CONCLUSION
Upon Council's approval of recommendations contained herein,
invitations will be forwarded to the members of the Task
Force to attend the first meeting.
