Subject: BY-LAW TO APPOINT PLUMBING INSPECTORS
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-75-92 be received;
2 . THAT the attached By-law appointing Plumbing Inspectors be
approved.
1. BACKGROUND:
1. 1 During the past two months, there have been exceptional building
permit activities . In particular, the demand for plumbing, sewer
and drain inspections is such that staff are unable to maintain the
level of service to the builders .
2 . COMMENT:
2 . 1 In order to maintain good service to the public and to the building
industry, it is desirable to have the two existing building
inspectors to do certain aspects of plumbing inspection. Pursuant
to the provisions of the Ontario Water Resources Act, plumbing
inspectors must be appointed by Council to perform plumbing
inspection duties, and the by-law to appoint the plumbing
inspectors is attached.
2 .2 The type of plumbing inspections to be performed by the building

inspectors would be limited to sewer, drain connections and final
plumbing inspections, which the inspectors are knowledgable, and
are only required to do so to alleviate the work load situation in
plumbing inspections .
2 . 3 By-law 89-174 will be repealed and replaced by the attached by-
law reappointing the two existing plumbing inspectors plus
appointing two building inspectors as plumbing inspectors.

BY LAW NUMBER 92-
being a By-law respecting the appointment of Plumbing Inspectors
WHERS•;A.9 Subsection 1(a) of Section 77 of the Ontario Water Resources Act R.S.O., 1990 Chapter
0.40, empowers Council to pass certain by-laws respecting the appointing of Plumbing Inspectors.
NOW THEREFOR BE IT RESOLVED THAT,the Council of the Corporation of the Town of Newcastle
enacts as follows:
1. The persons listed on Schedule"A"to this By-law are hereby appointed as Plumbing Inspectors
for the Town of Newcastle.
2. By-law 89-174 is hereby repealed.
BY-LAW read a first time this day of 1992.
BY-LAW read a second time this day of 1992.
BY-LAW read a third time and finally passed this day of 1992.
