Subject: BOWMANVILLE WATERFRONT STUDY: STATUS REPORT
(PORT DARLINGTON SECONDARY PLAN)

Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-70-92 be received for information.
1. BACKGROUND
1. 1 In March 1990 the Consulting firm of F.J. Reinders and
Associates was retained to prepare a Secondary Plan of the
Bowmanville Waterfront area. F.J. Reinders collaborated the
Study with subconsultants Hough Stansbury Woodland, Michael
Michalski Associates and Jack B. Ellis and Associates Ltd.
1. 2 In September 1990, the first draft of the Port Darlington
Secondary Plan was presented to Committee in a Public Meeting
forum. Many area residents and landowners spoke with regard
to various aspects of the proposed draft Secondary Plan.
Subsequently, Committee directed Staff hold a further meeting
with area residents.
1. 3 In October 1990, the meeting with area residents was held at
the Port Darlington Marina. Staff and the consultants were
available to listen to the comment and concerns regarding the
Secondary Plan.
The Background document and draft Secondary Plan was
also circulated to various agencies and departments for review
and comment.

Subsequent to input from members of the public and the agency
comments, revisions were made to the draft Secondary Plan.
2. THE SECONDARY PLAN
2 . 1 The Port Darlington Secondary Plan will establish a long term
vision for the Bowmanville Waterfront. These proposed land
uses and policies for the Bowmanville Waterfront area will
form part of the Town of Newcastle Official Plan.
The Port Darlington Secondary Plan incorporates the principles
contained in "Watershed" a report put forth by the Royal
Commission on the Future of the Greater Toronto Waterfront.
The principles are clean, green, useable, diverse, open,
accessible, connected, affordable and attractive.
In addition, a number of local planning issue have been raised
that have been addressed by policies in the plan, including:
• The importance of the Area for the development of
recreation and tourist opportunities;
• The suitability of the existing development;
• The need to preserve and protect the Bowmanville Marsh,
the Bowmanville Creek, the Soper Creek and their
associated valleylands;
• The need to improve access to the area from the built
portions of Bowmanville, in light of the barriers created
by the Highway 401 and the CNR main line;
• The need to resolve or mitigate landuse conflicts
internal and nearby to The Planning Area.

• The development of an integrated open space recreational
park system, to enhance the waterfront access and
improvement of the overall quality of life for the
neighbourhood.
2 . 2 A Development Master Plan has also been prepared to address
how such a Plan might be implemented. It includes urban
design and environmental management guidelines, an estimate
of capital costs and a staging scenario.
3. COMMENTS AND CONCLUSIONS
3 . 1 The Technical Advisory Committee met on March 11, 1992 to
review and comment on the proposed Secondary Plan and
Development Master Plan. Following this session all members
of the Technical Advisory Committee will have an opportunity
to provide formal written comments to Planning Staff.
3 . 2 In order to allow further public input Staff will be holding
an Information Session on March 25, 1992 . The public will be
able to review the second draft of the Port Darlington
Secondary Plan and Master Development Plan. Once the
consultation is complete, the Port Darlington Secondary Plan
will be presented to Committee at a formal Public Meeting
session in mid Spring.
