I TO THE ORONO SECONDARY PLAN Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-69-92 be received; 2 . THAT Modification No. 1 to the Orono Secondary Plan, as indicated on Attachment No. 2 to this Report, be approved; 3 . THAT a copy of this Report and Council's decision be forwarded to the Ministry of Municipal Affairs and the Region of Durham Planning Department. 4 . THAT the interested parties listed in this report and any delegation be advised of Council's decision. 1. BACKGROUND 1. 1 On January 13, 1992, Council approved the Orono Secondary Plan as Amendment No. 45 to the Official Plan of the Town of Newcastle. The Amendment has been forwarded to the ministry of Municipal Affairs for approval. The Orono Secondary Plan as approved by Council is attached hereto as Attachment No. 1. 1. 2 A parcel at the extreme south end of the hamlet on the west side of Highway 35/115 is designated by the Orono Secondary Plan as 'Existing Residential' . However, the property is occupied by a motor vehicle service station and is zoned as 1106 (Service Station Commercial) " in By-law 84-63, the Comprehensive Zoning By-law. REPORT NO. : PD-69-92 PAGE 2 2 . PROPOSED MODIFICATION 2 . 1 Two alternative modifications to the Orono Secondary Plan are available to address this matter, as noted below: a) changing the land use designation of the subject property to "Commercial"; b) modifying the boundaries of the hamlet to remove the subject property from the hamlet. 2 . 2 The second option, that is the modification of the hamlet boundaries, would appear to be the most appropriate. The existing service station is oriented to the highway rather than the hamlet, and access to the site can only be gained from the highway. Moreover, Staff note that designating the site as "Commercial" would permit the site to be developed for any commercial use permitted within a hamlet. Given the existing zoning, the removal of the subject site from the hamlet would not prejudice the site's use as service station. 2 . 3 The recommended modification to the Orono Secondary Plan is attached to this report as Attachment No. 2 .
