THAT Report PD-54-91 be received; 2 . THAT Staff be authorized to retain a consulting engineer for the purpose of estimating the costs of providing full urban services to the Town's owned industrial land on Haines Street and that the funds, not exceeding $2,000 . 00, be drawn from Economic Development Reserve Account 5001-4-X. REPORT: 1 . The Town of Newcastle owns a 15 .5 acre parcel of industrial zoned land on the west side of Haines Street (formerly Cemetery Road) . The land is not serviced and requires extension of sanitary sewer, storm sewer, and watermain. 2 . In order to market the industrial land and to entice new industries to locate thereon, it becomes evident that the land must be fully serviced. In this regard, Staff explored the issue with Regional engineers and was advised that servicing through local improvement method is feasible. 2 REPORT NO. : PD-54-91 PAGE 2 3 . In essence, the local improvement method will require a consulting engineer to be retained by the Town to identify the areas that will be benefitting from the services to be provided as well as to determine the apportionment of the servicing costs . Subsequently, should the benefitting owners decide to proceed, the Region will, subject to Regional Council's approval, undertake to have the services installed under local improvement. The cost of Regional services will be upfronted by the Region and the benefitting owners will repay the Region plus interest over a ten (10) to fifteen (15) year period. 4 . The servicing of the Town's industrial land will benefit the land owner on the east side of Haines Street. Staff met with the said owner (East Bowmanville Development Ltd. ) who expressed willingness to co-operate with the Town to proceed. The first phase requires retaining a consultant to identify the benefitting area and cost of servicing, and this work will be cost-shared by both the Town and East Bowmanville Development Ltd. The Town's share of the servicing study is under $2000 . 00 . 5 . Once the consultant identifies the cost of servicing, the Town will be in a better position to determine whether or not it wishes to proceed further. A subsequent report will be presented to Committee and Council at a later date. 6 . The fund to be expanded for the consultant 's work is minimal and there is sufficient funds in the Economic Development Reserve Account to cover the cost. . . . 3 REPORT NO. : PD-54-91 PAGE 3 Respectfully submitted, Recommended for presentation to the Committee Franklin Wu, M.C. I understand that there should now be a vacancy on our membership list, since Mrs. Gail Berry of Bowmanville no longer wished to be a member. If Council agrees that Mr. Stapleton should be permitted to become a member of LACAC, we would also like to recommend that he be appointed to act as our representative on the Steering Committee for the CAUSE Study for downtown Bowmanville.
