THAT Addendum to Report PD-53-91 be lifted from the table; 2 . THAT both Report PD-53-91 and this addendum report be received for information. 1. Report PD-53-91 was considered by the General Purpose and Administration Committee on March 18, 1991. At that time, Committee made the following resolution: "THAT Report PD-53-91 be tabled until such time as the Local Architectural Conservation Advisory Committee has been requested to appoint one of its members as a representative of L.A.C.A.C. on the CAUSE Steering Committee or failing this, Council directly appoint a member. " 2 . In response to this resolution, Phyllis Dewell, L.A.C.A.C. Chairperson, on April 30, 1991 wrote to the Town Clerk stating that Mr. Mark Stapleton wished to become a L.A.C.A.C. member, filling a vacancy resulting from the resignation of Mrs . Gail Berry. Mr. Stapleton would serve as L.A.C.A.C. 's representative on the CAUSE Steering Committee. On June 10, 1991 Council authorized Mr. Stapleton's appointment to L.A.C.A.C. 3 . The CAUSE Steering Committee has proceeded to make arrangements for the September 26th to 30th, 1991 Downtown Bowmanville CAUSE without an appointed L.A.C.A.C. representative. Many of the arrangements H1PchvP1MD 1 � 07 ADDENDUM TO REPORT NO. : PD-53-91 PAGE 2 are nearly complete. Therefore, representation from L.A.C.A.C. to the Steering Committee is no longer required. However, the opportunity for involvement of L.A.C.A.C. representative through the study weekend is available and staff will liaise with L.A.C.A.C. Kotseff Director of Planning Chief A 'nistrative and Development Officer BR*DC*FW*df *Attach 10 June 1991 TOWN OF NEWCASTLE MEMORANDUM DN: 4W4 A '91 TO: Mayor Hubbard and Members of Council FROM: Franklin 'VVu, -M C I P , Director of Planning & Development DATE: 6 March 1991 SUBJECT: REPORT PD-53-91 At the General Purpose and Administration Committee meeting held on March 4, 1991, the above report was tabled pending clarification of the background leading to Mr. Steve Wiggens being recommended by L A.C.A.0 to sit on the CAUSE Steering Committee Representation by L.A.C.A.C. is of paramount importance to the CAUSE Study due to its role and interest in architectural and heritage conservation. In this regard, Staff attended the L-A.C.A.C. Committee which verbally endorsed Mr. Wiggens as its representative However, Mr Wiggens is not a member of L.A.C.A.C. The formulation of the Steering Committee was done jointly by the Planning Staff and the B.I.A. There is no formal criteria as to who should be represented or who should sit on the Committee The intent is to have a Committee consisting of individuals with diversified expertise and skill and are committed to the CAUSE Study If Mr Wiggens is deemed inappropriate since he is not a member of L.A.C.A.C. I would suggest that Council by resolution, requests L.A C A.C. to nominate a member of L.A.0 A.C. to sit on the Steering Committee.
