REPORT #: PD-18-91 FILE #:
&JB,ECT: ONTARIO BUILDING CODE AMENDMENT
REGULATING FARM BUILDINGS
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report PD-18-91 be received for information.
1. BACKGROUND:
1 . 1 At it's meeting held on December 10, 1990, Council directed a
report be prepared with respect to the requirement of building
permits for farm buildings or structures .
1. 2 Since its enactment in 1976, the Ontario Building Code allowed
municipal councils the authority to exempt farm buildings from Code
requirements . Under the previous Building Code it was necessary
to pass a by-law in order to regulate farm buildings .
1. 3 However, the latest amendment to the Building Code, which came into
effect on October 1, 1990 no longer exempts farm buildings from the
Code requirements . All farm buildings must now conform to the
Canadian Farm Building Code 1990 .

1.4 Report PD-334-90 was presented to the General Purpose and
Administration Committee on November 5, 1990 advising of the
Building Code change and Council has authorized that a notice of
the Code change be published in the local newspaper. This
directive has been carried out.
1 .5 In order to ensure the Town's inspectors are current on the
technical changes, a series of one ( 1) day seminars has been
arranged by the Ministry of Housing and Ontario Ministry of
Agriculture and Food for early January, 1991. Town's Inspection
Staff will be attending these seminars .
