PART LOTS 33/34, CONCESSION 2, COURTICE URBAN AREA FILE: DEV 87-42 RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-172-87 be received; and 2. THAT Rezoning Application DEV 87-42 submitted by AKAL International Inc. be referred back to Staff for further processing and the prepation of a subsequent report upon receipt of all outstanding comments; and 3. THAT a copy of Council 's decision be forwarded to the applicant and the interested parties indicated hereto. BACKGROUND AND COMMENT: On May 12, 1987, the Town received a rezoning application in respect of a 29.76 ha parcel of land in Part Lots 33 and 34, Concession 2, Courtice Urban Area (see key map) . The subject lands are zoned "(H)R1", with approximately 0.26 ha adjacent to the Farewell Creek valley being zoned "EP". The subject rezoning application seeks to rezone this latter-referenced area to permit the development of 6 single family lots. . . .2 REPORT NO.: PD-172-87 Page 2 The applicant has also submitted a subdivision application (File: 18T-87034) in respect of the subject lands, which proposes the creation of 285 lots for single family dwellings. The rezoning application has been circulated to various agencies for comment. The comments received to date are given below: Town of Newcastle Fire Department "This Department has no objection to the above-headed application. Emergency fire response is from Station #4, which is located within the recognized five mile limit. Water supply for fire fighting is through the Regional hydrant system. This development represents an average population increase of 855 persons. With an increase in population comes a recognized increase in emergency calls. I do have concern with how this part-time Fire Department is to maintain the existing level of emergency service considering all of the development that is taking place throughout the municipality." Comments have yet to be received from the following agencies: - Town of Newcastle Public Works Department - Town of Newcastle Community Services Department - Region of Durham Planning Department - Central Lake Ontario Conservation Authority - Ministry of Agriculture and Food - Ministry of the Environment - Ministry of Natural Resources - Northumberland and Newcastle Board of Education - Peterborough-Victoria-Northumberland and Newcastle Roman Catholic Separate School Board Given the number of comments outstanding in respect of the subject rezoning application, it is respectfully recommended that Rezoning Application DEV 87-42, submitted by AKAL International Inc. be referred back to Staff for . . .3 REPORT NO. : PD-172-87 Page 3 further processing and the preparation of a subsequent report upon receipt of all outstanding comments.
