PART LOTS 34/35, CONCESSION 2, COURTICE URBAN AREA RECOtM4ENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-173-87 be received; and 2. THAT the application to amend the Courtice South Neighbourhood Development Plan, File: OP 2.2.2(2) and Rezoning Application File: DEV 87-41 be referred back to Staff for further processing and the preparation of a subsequent report upon receipt of all comments; and THAT a copy of Council 's decision be forwarded to the applicant and interested parties indicated hereto. BACKGROUND AND COMMENT: On May 12, 1987, the Town received an application to amend the Courtice South Neighbourhood Development Plan and a rezoning application in respect of a 12.71 ha parcel * of land in Part Lots 34 and 35, Concession 2, Courtice Urban Area (see Key Map attached). . . .2 REPORT NO.: PD-173-87 Page 2 The subject parcel is designated "Residential,", "Minor Open Space" and "Major Open Space" by the Neighbourhood Development Plan, and zoned "((H)R1)" and "EP" by By-law 84-63. The application to amend the Courtice South Neighbourhood Development Plan seeks to redesignate a 3.6 ha portion of the subject parcel from "Minor Open Space" and "Low Density Residential " to "Medium Density Residential " to permit the construction of a 126 unit townhouse development. The rezoning application seeks to rezone the same parcel from "( (H)R1)" and "EP" to an appropriate zone to permit the development of the proposed townhouse development.- The applicant has also submitted a subdivision application (File: 18T-87040) in respect of the subject lands. The subdivision application, in addition to the above-referenced multiple housing development, also proposes the creation of 49 lots for single family dwellings and 42 part lots to be developed in conjunction with adjacent lands. The Neighbourhood Development Plan amendment application and the rezoning application have been circulated to various agencies for comment. The comments received to date are given below: Town of Newcastle Fire Department "This Department has no objection to the above-headed application. Emergency fire response is from Station #4, which is located within the recognized five mile limit. Water supply for fire-fighting is through the Regional hydrant system. This development represents an average population increase of 600 persons. With an increase in population comes a recognized increase in emergency calls. I do have concern with how this part-time Fire Department is to maintain the existing level of emergency service considering all of the development that is taking place throughout the municipality." Comments have yet to be received from the fol lowing agenci es: - Town of Newcastle Public Works Department - Town of Newcastle Community Services Department . . .3 REPORT NO. : PD-173-87 Page 3 - Region of Durham Planning Department - Central Lake Ontario Conservation Authority - Ministry of Natural Resources - Ministry of the Environment - Northumberland and Newcastle Board of Education - Peterborough-Victoria-Northumberland and Newcastle Roman Catholic Separate School Board Given the number of outstanding comments in respect of the subject applications, it is respectfully recommended that the application to amend the Courtice South Neighbourhood Development Plan and the rezoning application submitted by Kiddicorp Investments be referred back to Staff for further processing and the preparation of a further report upon receipt of all comments.
