SUBJECT: APPLICATION TO AMEND THE NEIGHBOURHOOD DEVELOPMENT PLAN

APPLICANT: AKAL INTERNATIONAL INC.
PART LOTS 33/34, CONCESSION 2, FORMER TOWNSHIP OF DARLINGTON
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PD-176-87 be received; and
2. THAT Official Plan Amendment Application 87-27/D/N, Neighbourhood Development Plan
Amendment Application OP 2.2.2(3) and Rezoning Application DEV 87-43 submitted by
AKAL International Inc. be referred back to Staff for further processing and the
preparation of a subsequent report upon receipt of all outstanding comments; and
THAT a copy of Council 's decision be forwarded to the applicant and interested
parties indicated hereto.
BACKGROUND AND COMMENT:
On May 12, 1987, the Town received an application submitted by AKAL International Inc. to
amend the Courtice South Neighbourhood Development Plan and Zoninq By-law in respect of a

Subsequently, on May 22, 1987, the Town received notification from the
Region of Durham of the submission of an application by AKAL International
to amend the Durham Regional Official Plan and the Town of Newcastle
Official Plan.
The subject application seeks to extend the boundary of the Courtice Urban
Area to permit the development of a residential subdivision with 104 single
family lots. The western portion of the subject lands lies within the
Courtice Urban Area and is designated "Residential" by the Regional and the
Town Official Plans and the Courtice South Neighbourhood Development Plan,
and is zoned ""((H)R1)" by By-law 84-63. The eastern portion of the lands
lie outside the Urban Area boundary and is designated "General Agricultural "
by the Regional Official Plan and is zoned "Agricultural ".
A subdivision application (File: 18T-87041) has also been submitted in
respect of the subject lands.
The applications have been circulated to various agencies for comment. The
comments received to date are given below:
Town of Newcastle fire Department
"This Department has no objection to the above-headed application.
Emergency fire response is from Station #4, which is located within the
recognized five mile limit. Water supply for fire-fighting is through the
Regional hydrant system.
This development represents an average population increase of 312 persons.
With an increase in population comes a recognized increase in emergency
calls.
I do have concern with how this part-time Fire Department is to maintain the
existing level of emergency service considering all of the development that
is taking place throughout the municipality."
Comments have yet to be received from the following agencies:

Roman Catholic Separate School Board
Given the number of outstanding comments yet to be received in respect of
the subject applications, it is respectfully recommended that the
applications for Official Plan Amendment, Neighbourhood Development Plan
Amendment, and rezoning submitted by AKAL International Inc. be referred
back to Staff for further processing and the preparation of a further report
upon receipt of all outstanding comments.
