PART LOTS 33/34, CONCESSION 2, FORMER TOWNSHIP OF DARLINGTON RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-177-87 be received; and 2. THAT Neighbourhood Development Plan Amendment Application OP 2.2.2(4) and Rezoning Application DEV 87-44 as submitted by AKAL International Inc. be referred back to Staff for further processing and the preparation of a subsequent report upon receipt of all outstanding comments; and THAT a copy of Council ' s decision be forwarded to the applicant and interested parties indicated hereto. BACKGROUND AND COMMENT: On May 12, 1987, the Town received applications submitted by AKAL International Inc. to amend the Courtice South Neighbourhood Development Plan and the zoning by-law to permit * the development of a 25.2 ha parcel of land in Part Lots 33 and 34, Concession 2, Darlington (see Key Map). The majority of the subject lands currently lie outside the . . .2 REPORT NO.: PD-177-87 Page 2 boundaries of the Courtice Urban Area and are designated "General Agricultural " by the Durham Regional Official Plan and zoned "Agricultural (A)" by By-law 84-63. The lands are also subject of Official Plan Amendment application 87-27/D/N to extend the boundaries of the Courtice Urban Area. A plan of subdivision (File: 18T-87042) has also been submitted in respect of the subject lands. The plan proposes the development of 232 single family lots, a 0.39 ha Neighbourhood Commercial Block, and a 3.16 ha block for Medium Density housing. The applications have been circulated to various agencies for comment. The comments received to date are given below: Town of Newcastle Fire Department "This Department has no objection to the above-headed application. Emergency fire response is from Station #4, which is located within the recognized five mile limit. Water supply for fire-fighting is through the Regional hydrant system. This development alone represents an average population increase of 1047 persons. With an increase in population comes a recognized increase in emergency calls. I do have concern with how this part-time Fire Department is to maintain the existing level of emergency service considering all of the development that is taking place throughout the municipality." Comments have yet to be received from the following agencies: - Town of Newcastle Public Works Department - Town of Newcastle Community Services Department - Region of Durham Works Department - Central Lake Ontario Conservation Authority - Ministry of Agriculture and Food - Ministry of Natural Resources - Ministry of the Environment - Northumberland and Newcastle Board of Education - Peterborough-Victoria-Northumberland and Newcastle Roman Catholic Separate School Board . . .3 REPORT NO.: PD-177-87 Page 3 Given the number of outstanding comments yet-to be received in respect of the subject applications, it is respectfully recommended that the applications to amend the Courtice South Neighbourhood Development Plan and rezoning submitted by AKAL International Inc. be referred back to Staff for further processing and the preparation of a further report upon receipt of all outstanding comments.
