RECOMMENDATIONS:
It is respectfully recommended to Council the following:
1. THAT report PSD-089-04 be received;
2. THAT the Purchasing By-law be waiyed;
3. THAT Urban Strategies Ltd., together with Gartner Lee Ltd., The Delphi Group and
Totten Sims Hubicki Ltd. be retained to undertake the South Courtice Business Park
Study for a total project fee of $ 115,000;
4. THAT the funds for the Municipality's share be drawn as follows: from the Planning
Consulting Account 100-50-130-00000-7160 and from the Professional Fees Reserve
Account 100-00-000-00000-2926 or, if necessary, from an appropriate source as
determined by the Director of Finance; and
5. THAT the Mayor and Clerk be authorized to execute a contract for professional
services.

1. On February 30, 2004, Council authorized the commencement of a study of the South
Courtice Business Park. The purpose of the Study is to review land use and
transportation policies, to develop a master plan with urban design guidelines, to
develop an infrastructure/servicing plan for the area and a related financial plan for the
cost-sharing of services, and to develop a marketing plan for the South Courtice
Employment lands. At the same meeting Council passed Interim Control By-law 2004-
061.
2. Staff contemplated preparing a request for proposals (RFP) for the Study. However,
during the course of the preparation of the RFP, staff were advised of relevant work
recently completed for the Greater Toronto Marketing Alliance by Gartner Lee Ltd. and
The Delphi Group. The Region of Durham was the platinum sponsor for this Study.
After interviewing the principle economist with Gartner Lee Ltd., staff determined that it
would be advantageous to have the Gartner Lee and the Delphi Group participate in this
Study. TSH, the Municipality's engineering consultant, has already done some
background work in the area and would participate with the study team. Accordingly,
staff built a consultant team around the aforementioned firms. Urban Strategies, the
Municipality's consultant for the King Street East Corridor Study, was requested to
prepare a proposal combining the planning, economic, engineering and urban design
expertise required for the project. The proposal is for an upset fee of $ 115,000.
3. An application has been made application to the Federal Government for a Community
Investment Support Program (CISP) grant to assist in this Study. The Region of
Durham would have an ongoing inyolvement with this Study. Other partners are also
willing to contribute to this study. Assuming that the grant application is successful, the
Municipality's share of funding for the Study is $ 27,500. The Municipality's share would
be drawn from the Professional Fees Reserve and the Planning Services Department
Consulting Budget. In the event that the grant is not successful, it is recommended that
the Director of Finance and Director of Planning Services be authorized to find other
funding sources and advise Council.
4. The South Courtice Business Park Study is identified in the Municipality's 2004-2006
business plan as a priority initiative. At the recent workshop with the Board of Trade,
further economic development objectives were identified including the servicing of
industrial lands. The Study will not only the address planning framework for the area
but will develop an implementation plan to address servicing and marketing of these
lands.
