THAT Report PD- 204-92 be received; 2 . THAT the 'Background Information and Options Report' as prepared by the consulting team headed by Bird and Hale Limited, being the Phase 1 and 2 report for the Town of Newcastle Waterfront Study, be received. 1. BACKGROUND 1. 1 The Town of Newcastle Waterfront Study has been undertaken as a major component of the Review of the Town of Newcastle Official Plan. The Waterfront Study is intended to formulate a long-term strategic plan for the preservation, enhancement and development of the Lake Ontario Waterfront resource in Newcastle consistent with the principles of development established by the Royal Commission on the Future of the Greater Toronto Waterfront (Crombie Commission) , the Greater Toronto Area Greenlands Strategy and the needs of the residents of the Town of Newcastle. The detailed study area for the Waterfront Study encompasses those lands bounded on the north by Highway 401 and on the south by Lake Ontario, although features and conditions outside the study area were also considered if they were of relevance to the study. 2 REPORT NO. PD-204 -92 PAGE 2 1.2 The Waterfront Study is being undertaken in four phases - Phase 1: Data Collection and Analysis; Phase 2 : Review of Options for the Future of the Waterfront; Phase 3 : Recommended Waterfront Strategy and Land Use Plan; and Phase 4: Waterfront Development Plan for Newcastle Village. The 'Background Information and Options Report' represents the culmination of work undertaken in the first two phases of the Study. 2 . BACKGROUND INFORMATION AND OPTIONS REPORT 2 . 1 The 'Background Information and Options Report' provides an extensive review of factors which may have an influence on decisions regarding the Lake Ontario Waterfront. These include a review of relevant federal and provincial legislation and regulations, parallel studies, existing land uses and development proposals, the natural and cultural environments, and population growth and economic development. These are presented in Part B of the Report. 2 . 2 The Land Use Options for the Town of Newcastle Waterfront are presented in Part C of the Report. The Report divides the Waterfront Study Area into twelve discussion areas. This was done in recognition of common conditions and features in these areas, and to facilitate the discussion of issues and options for each area. However, it is important to recognize that these discussion areas are not discrete planning units to be viewed in isolation from each other. 2 . 3 A significant component of the Waterfront Study is to determine options for the location of pedestrian and bicycle corridors along the Town of Newcastle waterfront and north/south trail linkages. This is in recognition of the Burlington to Trenton trail proposed by the Crombie Commission, the trail system proposed by the Town of Newcastle . . . . . 3 REPORT NO. PD- 204-92 PAGE 3 Recreation Leisure Services Master Plan, and the CLOCA Outdoor Recreation and Feasibility Study. The Report presents a proposed network for pedestrian movement, comprised of a regional trail, trail linkages, a beach trail, and focal nodes. Relevant aspects of the network are discussed in the context of the individual discussion areas. The entire network is discussed comprehensively in Section 2 . 13 . 2 . 4 Comments on the Report by Council, the Technical Advisory Committee and the public, will be used to help formulate a recommended Land Use Plan and polices for the Town of Newcastle waterfront in Phase 3 of the Waterfront Study. The Plan will integrate and include the options for each discussion area that are seen to be the most appropriate. That Plan may include components of the options presented in the Report, or as modified through the review process. 3 . AGENCY AND PUBLIC COMMENTS 3 . 1 A Technical Advisory Committee, consisting of representatives of municipal, provincial and federal agencies, has been created to provide input and direction to the Waterfront study. Agencies on the Committee provided background data which was incorporated in the 'Background Information and Options Report' . The Committee will meet shortly to review the options outlined in the report. 3 .2 Public Information Sessions for the Waterfront Study were held at the Port Darlington Marina Hotel on June 15, 1992 and on June 16, 1992 at the Newcastle Village Community Hall. Comments received from the public at these sessions are reflected in the Report. . . . . . 4 REPORT NO. PD-204 -92 PAGE 4 3 . 3 Public Notices advising of the October 5, 1992 Public Meeting were published in local newspapers on September 16 and September 23, 1992 . Notices were also mailed to those who attended the Public Information Sessions, made submissions on the Study, and interested community groups.
