(MARKBOROUGH PROPERTIES INC. AND WEST BOWMANVILLE DEVELOPMENTS) AND WILLSONIA INDUSTRIES LTD. Recommendations It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-169-93 be received for information; and 2 . THAT all interested parties listed in this report and any delegation be advised of Council's decision. REPORT: 1. The Secondary Plan for the Bowmanville West Main Central Area, as incorporated in Amendment #56 to the Official Plan for the former Town of Newcastle establishes a grid of new streets, walkways, parks and other public infrastructure to be built in conjunction with the development of private lands. Markborough Properties and West Bowmanville Developments (829426 Ontario Ltd. ) have requested that, in addition to Official Plan matters, the Ontario Municipal Board deal with their rezoning and site plan applications at the upcoming hearing. consequently, it is imperative that the Municipality have a servicing agreement in place to implement the Secondary Plan provisions. 2 REPORT NO. : PD-169-93 PAGE 2 2 . While Willsonia Industries Ltd. have not placed rezoning or site plan issues before the Board, it may be desirable to consider the requirements for a servicing agreement for those lands as well. 3 . Staff and the Municipality's solicitor have been working on a draft servicing agreement for the Markborough and Willsonia lands. It is hoped that staff will be in a position to report on the principles of the draft servicing agreement under separate cover prior to the meeting of Council.
