THAT Report PD-156-93 be received; 2 . THAT Totten Sims Hubicki Associates be authorized forthwith to undertake the work as outlined in their proposal dated November 4, 1993 (Attachment #2) subject to the contributions by Markborough Properties Inc. and Willsonia Industries Ltd. for the portion of work identified in Section 2 . 2 of this report; 3 . THAT funds in the amount of $6, 725. be drawn from Account 7A05- 87000-260 Engineering Design and $35, 200 be drawn from Account 110- 184-0 Public Works Development Charge Reserve Account for the Town funded portion of this work. 1. BACKGROUND 1. 1 On October 12 , 1993, Council adopted the recommendations of PD-137-93 and approved in principle the Urban Design Plan for the Bowmanville West Main Central Area. At that time, staff noted that Highway 2 and Commercial Street B (see Attachment #1) , were of particular importance in terms of the implementation of the Urban Design Plan and the processing of the site plan applications. Two key considerations for the future is the transformation of Highway 2 from a "highway" to an urban street and the creation of a pleasant shopping environment along Commercial Street B. 1. 2 In reviewing the requirements for a functional preliminary design for these streets, the following elements were previously noted by Planning staff: REPORT NO. : PD-156-93 PAGE 2 • the redevelopment of Highway 2 to an urban cross section; • the reduction of the superelevation and design of a safe intersection for Commercial Street B; • the unified landscape treatment along Highway 2 as identified in the Urban Design Plan; • the special design elements for Commercial Street B as identified in the Urban Design Plan. 1. 3 Planning staff reviewed the scope of work with Public Works staff. In these discussions, several additional components were identified: • a functional design for improvements to the Highway 2/Martin Road intersection; • a preliminary design for Green Road south of Highway 2 to the CPR; • detailed geometrics and typical cross-section for Street 'AI . As a result of these discussions, it was agreed that the Town's consulting engineers Totten Sims Hubicki Associates should be involved in this work for an area which is clearly so significant for the future of the municipality. A meeting with representatives of Totten Sims Hubicki Associates was held on October 28, 1993 to review the requirements for this project. 2. PROPOSED ENGINEERING AND STREETSCAPING DESIGN WORK 2 . 1 Totten Sims Hubicki Associates submitted a proposal for services (Attachment #2) . Under the Engineering component, items 1 to 4 amounting $41, 925 inclusive of GST are items that have largely been contemplated in the Development Charges Study. As a result, it is recommended the Municipality assume the costs for this work. Funds in the amount of $35,200. would be drawn from Public Works Development Charge Reserve Account. The tax-related portion of this work is $6,725. Funds are available in the 1993 Budget under Account 7205- 87000-260 for miscellaneous engineering design work. 5 � 6 REPORT NO. : PD-156-93 PAGE 3 2 .2 Item 5 of Engineering component and the Streetscaping component have not been contemplated in the Development Charges Study. This work is required in order to implement the Urban Design Plan and to evaluate the site plan proposals by Markborough Properties Inc. and Willsonia Industries Ltd. Staff have requested that these two parties assume the costs for these items. It is assumed that a positive response will be received prior to Committee's consideration of this report. This portion of the work amounts to $28, 530 inclusive of GST. 2 . 3 A summary of the total cost for this work is as follows: Engineering Components Item 1 $16, 200. Item 2 5,400. Item 3 11, 400. Item 4 7, 700. Item 5 9, 600. Streetscaping Components 18 , 100. Subtotal 68, 400. GST 2 , 055. Total $70,455. A summary of total financing for this work is as follows: Account 7205-87000-260 Engineering Design $ 6, 725. Account 1110-184-X Development Charge Reserve 35, 200. Developer Contributions 28, 530. $70,455. 3. CONCLUSIONS The importance of sound engineering and a high level of urban streetscape is critical to the decisions to be made with regard to future development in the Bowmanville West Main Central Area. It is recommended that the Town's consulting engineers Totten Sims Hubicki Associates be authorized to undertake this work forthwith in order to ensure that the Municipality's interests are fully incorporated and addressed in the development of the West Main Central Area. . . . 4 REPORT NO. : PD-156-93 PAGE 4 Respectfully submitted, Recommended for presentation to the Committee A Franklin Wu, M.C. As per our meeting of October 28, 1993, we have prepared the following proposal for your consideration. As we prepared this proposal expeditiously, we would appreciate the opportunity to discuss its contents with you if so desired. The TSH proposal will result in general guidelines and recommendations that will help the municipality ensure development in the Bowmanville West Main Central Area meets community, traffic, safety, aesthetic and urban structure objectives. Guidelines and recommendations for renovation, construction and enhancement of Highway 2, including the intersections at Martin Road, commercial Street B and Green Road, Commercial Streets B and A and Green Road will be formulated, both graphically and written. TSH engineers and landscape architect will complete the proposed work and will base our recommendation upon the following: 1. Standard MTO design criteria. 2. Feasibility Assessment of Highway 2 renovation 3. Engineering survey of Green Road 4. Cost effective construction materials and methods 5. Commercially available streetscaping products 6 The B.L.G. Ltd. Study 7. Standard maintenance and operations procedures 8. Municipal servicing, traffic, aesthetic and safety objectives 9. Close liaison with the: • Planning, Community Services, Municipality of Clarington • Public Works Department, Municipality of Clarington • Works and Planning Departments - Region of Durham • Ministry of Transportation Ontario • Landowner Group 5 -30 ENGINEERS ARCHITECTS AND PLANNERS Municipality of Clarington November 4, 1993 2 The Engineering component of our proposal includes the following: 1. Report on the feasibility of removing the superelevation from the King's Highway travelled road cross-section between Green Road and Martin Road. Investigation to include preliminary proposals and design drawings including construction cost estimates. Estimate of Cost for Services: $16,200.00 2. Develop an urban cross-section for K.H. #2 utilizing the existing superelevation slopes and investigate compatibility with the adjacent proposed developments. Prepare preliminary design drawings and construction cost estimates. This investigation will not be necessary should the conclusions of our previously noted report (referenced as 1.) are not conducive to existing conditions, and not economically viable. Estimate of Cost for Services: $5,400.00 3. Conduct a functional design for the improvements of the King's Highway No 2/Martin Road Intersection. Assignment to include construction cost estimates and receipt of approvals from all governing authorities being, Region of Durham, Municipality of Clarington and the Ministry of Transportation Ontario Estimate of Cost for Services: $11,400.00 4. Complete a preliminary design of Green Road between King's Highway No. 2 and the Canadian Pacific Railway to include typical road cross-section, pavement design grade and widening requirements of existing road allowance. Assignment to include construction cost estimates. Estimate of Cost for Services: $7,700.00 5. Develop a typical road cross-section including detailed geometrics for Street `A' and Street `B' (full lengths) as located on the Land Use Plan and forming an appendix to the Secondary Planning Study for the westerly expansion of the Main Central Area of Bowmanville Estimate of Cost for Services: $9,600.00 King's Highway No. 2 (across the frontage of the development property) is under the jurisdiction of the Ministry of Transportation Ontario. Consequently, it is imperative that we work closely with the Ministry as required to satisfy their requirements and demands. It would be more desirable and less complex if an agreement could be made to transfer title of the road to the Municipality of Clarington. We shall pursue this matter with the approval of the Municipality of Clarington. We are advised that an acceptable storm sewer outfall and detention facility are available to serve this entire area now positioned for connection at Street V. Water and sanitary sewer servicing is not considered a component of this preliminary study. 531 totten sims hubicki associates Mumcipality of Clarmgton November 4, 1993 3 The Streetscaping component of our proposal includes the following: In conjunction with our engineers, TSH Landscape Architect will work with the municipality to select the streetscape form and amenities for Highway 2, Commercial Streets A and B and Green Road. The streetscape form will include: • boulevard width and treatment, i.e. grass, sidewalk • sidewalk widths, placement and design • building setback, including possible use of site for outdoor display, eating, etc. • street tree type, size, location and planting detail • transit shelter type, location and ground treatment • streetlight locations • parking meter locations • bench placement • garbage container location The streetscape amenities will include: • streetlight poles and fixtures; colour, type and mounting detail • benches; colour, type and mounting detail • tree guards; colour, type, usage • garbage containers; type, colour, usage • bollards; colour, type, usage As per the B.L.G. Ltd. Study, the streetscaping of the West Main Central Area comprises special and different zones. TSH will develop the guidelines for the following zones: Highway 2 Streetscape Zone • Detail Shopping Pedestrian Zone • 0' Setback Retail Shopping Pedestrian Zone • Special Streetscape Zone; Green Road and Commercial Street A • Crosswalk Design In order to adequately explain these municipal standards to prospective developers and designers, accurate graphical and written explanation is recommended. The detail proposed by TSH will negate "grey" areas of interpretation which could lead to less than satisfactory development and inconsistent treatment throughout the West Main Central Area. TSH proposes to develop streetscape standards in the form of a booklet including cross-sections and plans of each zone's form and description, cost, supplier, model #, colour, etc., of each streetscape amenity. Estimate of Cost for Services: $18,100.00. Totten Sims Hubicki Associates will liaison with all Municipal, Provincial and Development personnel as required to coordinate the preliminary works at this time. It is assumed TSH would be assigned the detailed design of the subject projects subsequent to receiving approvals of the preliminary proposals and plans. Estimated costs provided herein include normal disbursements but do not include GST charges. The forgoing cost estimates do not include for services related to geotechnical investigations or for legal surveys. We would attempt to utilize information previously compiled by others that may be available in this area as necessary to complete the preliminary designs. However, more comprehensive and accurate information in this regard will be necessary prior to advancing with the detailed design.
